Book La pauvret dans une Afrique en essor

Download or read book La pauvret dans une Afrique en essor written by Kathleen Beegle and published by World Bank Publications. This book was released on 2017-01-31 with total page 329 pages. Available in PDF, EPUB and Kindle.

Book Annuaire Europeen 2000 European Yearbook 2000

Download or read book Annuaire Europeen 2000 European Yearbook 2000 written by Francis Rosensteil and published by Martinus Nijhoff Publishers. This book was released on 2001-07-01 with total page 1154 pages. Available in PDF, EPUB and Kindle. Book excerpt: The year 2000's most significant international event was, almost certainly, neither political nor military, but scientific - the announcement, in June, that the human genome had been almost totally decoded. Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.

Book The Politics of Development in Morocco

Download or read book The Politics of Development in Morocco written by Sylvia I. Bergh and published by Bloomsbury Publishing. This book was released on 2017-01-30 with total page 390 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the mid-1990s, Morocco has sought to present itself as a model of genuine and gradual reform, with decentralisation as a key tenet of this. Here, Sylvia Bergh investigates the dynamics of popular participation and local governance, testing the extent to which the current structure builds local capacity, or whether it is, in fact, a tool for 'soft' state control. She narrates the realities of local administration and civil society to shed critical light on questions of democratic transition in North Africa. Her assessment of decentralisation and participatory development projects in rural Morocco, and the legal and policy frameworks in which they operate, leads to the conclusion that they have generally not yet led to an expansion of a civil society able to build local capacity or enhance bottom-up empowerment. Grounded in an approach of the 'anthropology of policy', this book makes an important contribution to literature on the democratisation, development and governance in North Africa.

Book An offer you can t refuse

Download or read book An offer you can t refuse written by Lødemel, Ivar and published by Policy Press. This book was released on 2001-01-24 with total page 379 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the last decade, developed welfare states have witnessed a pendulum swing away from unconditional entitlement to social assistance, towards greater emphasis on obligations and conditions tied to the receipt of financial aid. Through administrative reforms, conditions of entitlement have been narrowed. With the introduction of compulsory work for recipients the contract between the state and uninsured unemployed people is changing. The product of research funded by the European Union, this book compares 'work-for-welfare' - or workfare - programmes objectively for the first time. It considers well publicised schemes from the United States alongside more overlooked examples of workfare programmes from six European countries: France, Germany, the Netherlands, Norway, Denmark and Britain. It is the first time that details of workfare programmes have been collated in such an easily accessible format. 'An offer you can't refuse' provides an analysis of the ideological debates that surround compulsory work programmes and gives a detailed overview of the programmes implemented in each country, including their political and policy contexts and the forces that have combined to facilitate their implementation. Similarities and differences between programmes are explored. Explanations for differences and lessons for policy makers are discussed.

Book Debt Relief for the Poorest Countries

Download or read book Debt Relief for the Poorest Countries written by Yiagadeesen Samy and published by Routledge. This book was released on 2018-02-06 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: The debt problems of poor countries are receiving unprecedented attention. Both federal and non-governmental organizations alike have been campaigning for debt forgiveness for poor countries. The governments of creditor nations responded to that challenge at a meeting sponsored by the G-7, International Monetary Fund, and World Bank, all of which upgraded debt relief as a policy priority. Their initiatives provided for generous interpretations of these nations' abilities to sustain debt, gave them opportunities to qualify for debt relief more rapidly, and linked debt relief to broader policies of poverty reduction. Despite this, the crisis has only deepened in the first years of the new millennium. This brilliant group of contributions assesses why this has occurred. In plain language, it considers why debt relief has been so long in coming for poor countries. It evaluates the cost of a persistent overhang in debt for those countries. It also examines, head on, whether enhanced debt relief initiatives offer a permanent exit from over-indebtedness, or are merely a short-term respite. Above all, this volume for the first time addresses the issues on the ground: that is, the views and opinions about debt relief on the part of leaders in advanced nations, and the probability of further support for the most impoverished lands. In this approach, the editors and contributors have made an explicit and successful attempt to be inclusive and relevant at all stages of the analysis. This volume covers the full range of the poorest countries, with contributions by John Serieux, Lykke Anderson and Osvaldo Nina, Befekadu Degefe, Ligia Maria Castro-Monge, and Peter B. Mijumbi. Collectively, they offer a sobering scenario: unless measures are put in place now, in anticipation of further crises, the future of the very poorest nations will remain bleak and troublesome.
