They are "called emancipated"; they are legally adults free from the foster care system. But many leave foster care with no job or income, few educational prospects and little emotional support or community connections. There is a lack of knowledge regarding the effectiveness of services. Another challenge to improving policy and practice directed towards foster youth transitions to adulthood is the poor knowledge base supporting existing interventions. The vast majority of the existing research has relied upon caseworker ratings, self-reporting by foster parents, and identity information related to placement disruptions and placement success. Researchers must take into account the important role that foster youth perception plays in determining the child's goal and success or failure of placement. From an Interpretive Perspective this research focused on the concept of resiliency. This study evaluated the perceptions of successful independent young adults regarding their life experience after foster care focused on their personal strengths; resiliency.

Participants included 33 emancipated foster youth who completed an online survey using the Resiliency 14 Scale and the Multidimensional Perceived Social Support Scale. Research findings indicated that the majority of emancipated foster youth demonstrated moderately high to high levels of resilience. Males had statistically significant higher resiliency scores than females, and African Americans had higher social support scores than other races/ethnicities although the difference only approached statistical significance. Greater social support was found to significantly correlate with higher resiliency scores. The researcher's hypothesis that former foster youth who participated in an independent living program (ILP) would demonstrate higher resiliency and greater social support than those who did not was not supported. However, those who participated in an ILP did have higher social support and the relationship between participation in an ILP and resiliency approached statistical significance. The research findings reflect the need for increased attention to examining various resiliency factors associated with emancipated foster youths' successful transition from the child welfare system. It is important to develop realistic and successful independent living programs for these youth. In addition, other approaches need to be examined and developed to help with the many challenges that emancipated foster youth face.

Book excerpt: In 1853 the foster care system was created to provide a stable home for the 30,000 homeless and neglected children wandering in NYC. Although the foster care system has a laudable mission-to provide loving homes for neglected and abused children-there are many issues in the system holding foster youth back from succeeding. Several studies have shown that when compared to the general population, foster youth exhibit lower rates of mental well-being, lower rates of educational attainment, and higher rates of unemployment. Despite these problematic findings, little research has been conducted examining the factors that contribute to the overall lack of mental well-being and education and employment outcomes (Courtney et al., 2005). The current study used a survey (N=34) to investigate some of the factors that contribute to the success of past and present NYC foster youth aged 21 and older. Success was assessed in two ways: 1) with scales that measured self-reported mental well-being and life satisfaction, and 2) with self-reported outcomes in educational achievement and employment. The main hypotheses of this study were that the number of placements and amount of time a youth spends in foster care would be negatively correlated with success. The results revealed no significant correlation between the amount of time a youth spends in foster care and success. However, the number of placements that a foster youth experienced showed a significant negative correlation with mental well-being, life satisfaction, and education outcomes, though not employment outcomes. These findings suggest that more time spent in the foster system does not negatively impact success; however, higher numbers of placements does have a negative impact on success, perhaps due to the instability caused by frequent changes of communities, homes, and schools.

Book excerpt: Foster youth experience adversity before, during, and after their time in care, and the long-term outcomes for many suggest lasting difficulties in professional, education, and social-emotional domains. Despite the challenges faced, some former foster youth achieve success across these domains of functioning. The literature on resilience and thriving suggests that protective factors and experiences of mastery may play a part in helping at-risk youth overcome the risks inherent in U.S. foster care experiences. The goal of this study is to better understand the experiences that contribute to a thriving response through in-depth interviews with high functioning former foster youth, and in doing so contribute to informing policy and intervention to better prepare current and future foster youth for success following foster care. A qualitative approach was used to elicit patterns of experience from participants, which were then coded and developed into a theoretical narrative. Notable themes involved both individual protective factors (personal traits such as self-confidence, self-reliance, positive orientation, and future orientation) and environmental protective factors (important relationships with foster parents, biological family members, teachers, and partners). Participants also reported experiences of mastery in the domains of school, work, and activities of daily living that may have contributed to their thriving response. Findings support and expand upon existing literature, shedding new light on the impact of positive expectations,structured environments, and the role of corrective emotional experience in mitigating the effects of past trauma. Implications of these findings and avenues for further research are discussed.

Book excerpt: Purpose: To explore the risk factors of emancipating foster youth that lead to unsuccessful societal integration due to participation in delinquent behaviors or incarceration. Methods: This study used public data from ICPSR which included a sample of 732 emancipating foster youth and gathered information through in-person and over-the-phone interviews, using fixed response questions. Results: SPSS was used to perform descriptive analysis and chi-square tests to examine relationships among incarceration rates on placements, demographic variables, other risk factors, and delinquent behaviors. Discussion and Implications: Youth who reported alcohol or substance abuse, had five or more foster care placements, and/or were placed in group care were more likely to be incarcerated. Youth who had a mental health diagnosis, were employed, or who had more education were less likely to become incarcerated. Additional research needs to be conducted to address these risk factors to reduce incarceration rates among emancipated foster youth.

Book excerpt: Each year, growing numbers of black foster youth, ages 18 and older, are emancipated from the child welfare system. Prior to termination, they are provided with a montage of independent living services aimed at teaching self-sufficiency skills. Nevertheless, many of these youth find themselves alone without the necessary aptitude, resources, and support needed to assume the intimidating responsibilities of adulthood. Although the literature regarding emancipated youth and their outcomes is extensive, there has been minimal research conducted on the unique experiences of Black youth as well as the factors that contribute to their success or failure in their transition to independence. Further, the information regarding their outcomes has been garnered from foster parents, case managers, attorneys, and family members, while failing to incorporate the voices of the youth who are best able to articulate the obstacles they encounter. This qualitative study examines the lives and experiences of eight black former foster youth. Audiotaped semi-structured interviews were conducted for the study. Data analysis took place throughout the data collection process. Their distinctive experiences, from their early childhood experiences that lead to placement in foster care, as well as their emancipation from care and subsequent road to independence are chronicled through their voices. Findings uncovered four themes: 1) child maltreatment, 2) unresolved trauma, 3) need for a sense of belonging, and 4) lack of preparation for adulthood. These themes represent the stumbling blocks of the participants’ past that continue to influence their life paths. This study enhances our understanding of the experiences of black aged out foster youth and the many challenges they face on their road to adulthood. Their individual stories raise poignant questions about the impact and efficacy of the foster care system on the lives of our most vulnerable youth.

Book excerpt: Background: Annually, 30,000 youth in the U.S. emancipate out of foster care (age out) as adults. For many foster youth, the aging out process is a move to complete independence, with no additional support from the government or parental caregivers. Currently, there is little research examining the course of adjustment of youth aging out of care. Given the lack of supports, there is a genuine question of whether many foster youth can make a successful transition to adulthood. Objective: The current research examined the short-term psychological and societal outcomes of emancipated foster youth. In addition, life skills training (LST) and life skills knowledge (LSK) were assessed to determine whether they predicted better outcomes after emancipation. Method: 23 foster youth participated at Time 1 (3 months prior to emancipation) and 13 participated at T2 (3 months after emancipation), utilizing a prospective longitudinal design. All completed multiple self-report questions and an interview of informal life skills training. Results: Social support significantly decreased from T1 to T2, but other psychological measures did not show evidence of negative changes across the transition. Formal 1st predicted a reduction in trauma symptoms regarding relationships with others. Informal 1st predicted better adjustment on a number of societal variables, including having a bank account, driver's license, or a cell phone. LSK predicted a number of psychological and societal variables, including decreased PTSD and associated trauma symptoms, and having a driver's license or car. However, LSK at time 1 was not a mediator between 1st at T1 and psychological or societal variables at time 2. Conclusions: Results provide initial data on the immediate transitional process of emancipating foster youth. The conclusions are limited by low statistical power to detect significant effects. The findings indicate that the aging out transition is marked by reductions in social support, but may not be associated with other psychological problems, at least over the initial months. LSK appeared to aid in making a successful transition for foster care alumni, indicating that it may be an important target of prevention programs. However, fewer findings were obtained for LST. More work is needed to determine whether particular components of 1st programs are more or less beneficial for foster youth. Future research should develop a "gold standard" by which other 1st programs can be evaluated against. Further, prospective longitudinal research is needed with larger samples in order to identify the factors that contribute to risk and resilience across the aging out process.

However, with the help of independent living programs these low rates of success can be reversed to reveal better outcomes for youths emancipating from care. Research has observed that participants involved with independent living programs have more successful rates in the areas of educational attainment, length of employment, stable housing, fewer encounters with justice system and better social support than those not participating in any types of services. The purpose of this study was to review the Independent Living Program and its mandates as well as the various independent living programs operating throughout the United States in an attempt to identify which program elements are effective in preparing youth to live successfully upon emancipation from the foster care system. The following study conducted is a review of the research literature on independent living services and programs for foster care youths. Existing studies were gathered to provide evidence about whether or not the independent living program and its services have been shown to be effective. Benefits of this literature review can provide information for future policy makers, social workers, and administrators. By knowing what appears to work and what has shown to produce positive results and outcomes, federal, state, and local legislators can use this information to adapt, revise existing laws or to create new laws for children and youth that are in the system to help them prepare for their future outside of the foster care system.

Book excerpt: My research inquiry is understanding how foster youth understand success through de-institutionalization from the foster care system-- a form of reentry into society-- compared to the case managers of the system who formally determine whether or not foster youth are successful. The following research explores the complexities of success within a transitional housing program from the perspectives of case managers and youth. Conducted were semi-structured, open-ended interviews with 3 case managers and 9 youth. The complexities of success pertain to past experiences with care, institutionalization and de-institutionalization, and independence and interdependence. The study provides a guideline to what is needed to reintegrate youth back into society. Recommendations were made to be more inclusive of de-institutionalization processes as well as change the dominant ideology toward a shift of interdependence. Spaces that allow youth to transition back into society are valuable thus should be further examined and implemented.
