Book excerpt: In this volume, Latin Americanist scholars explore the recent evidence relating to the ways in which partial state failure in the continent is interacting with new types of organized violence, thereby undermining the process of democratic consolidation that has characterized Latin America over the past two decades. This 'new violence' stems - as this book's case studies from Colombia, Peru, Argentina, Venezuela, Brazil and other countries, including El Salvador, show - from a heterogeneous variety of social actors including drug mafias, peasant militias and urban gangs (collectively referred to as actores armadas), as well as state-related actors like the police, military intelligence agencies and paramilitary forces. These armed actors are reproducing organized social and political violence beyond the confines of democratic politics and civil society. The results, as the authors warn, include both 'governance voids' - domains where the legitimate state is effectively absent in the face of armed actors prevailing by force - and an erosion of the capacity and willingness of state officials themselves to abide by the rule of law. These tendencies, in turn, pave the way for a possible reinstallation of authoritarian regimes under the control of politicized armies or, at the very least, the spread of state violence in one form or another. Why these tendencies need to be taken so seriously is, the authors argue, because of the deeper social roots underlying them - notably the failure of neoliberal economic policies and weakened state structures to deliver the jobs, standards of living and social services every democratic citizenry has a right to expect. The Argentinian collapse and persistent Colombian and Venezuelan crises receive special attention in this regard.

Book Guardians of the Other Americas

Download or read book Guardians of the Other Americas written by Russell Wilcox Ramsey and published by . This book was released on 1997 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a collection of essays written or edited by the author across thirty-five years of scholarly research and teaching contact with the military forces of Latin America. The central thesis is that the region's armed forces have been an escort to modernity within a heritage of freedom that is different from that found in North America, yet equally valid within the broad Judeo-Christian context. The opening section positions Latin America in the post-Cold War era and examines the emerging national security trends in the region. Next comes a section on U.S. policy which stresses the tendency of analysts to confuse Cold War era security issues with the age of gunboat diplomacy. The third section explores the turbulent Carribean region and its entrapment in Cold War jousting between the superpowers. Next comes a long section of showing Colombia's model defense of democratic institutions against multiple challenges. The fifth section sketches European influence on Latin American military behavior. The unifying theme is that Latin America is a hybrid region featuring the values of the Englightenment in Mediterranean Europe grafted unevenly opon huge indigeneous societies. Then comes a section which evaluates the era of romantic leftist revolution during the latter half of the Cold War in Latin America. The final section contains unique coverage of U.S.-Latin American military relations. The author's thesis is that Latin America is the world's least militarized region, and that the academic world in North America and Western Europe have demonized the region's armed forces in a politicized resurrection of the Black Legend. Comprehensive bibliographic entries allow the reader freedom to judge and choose.

Book The Politics Of Chile

Download or read book The Politics Of Chile written by Cesar Caviedes and published by Routledge. This book was released on 2019-06-26 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: Chile's road to socialism, points out the author, was not a linear one. In the last twenty years political parties of an astonishingly wide range of opinions participated in the administration of the country, and their successes and failures have been clearly reflected in the shifting preferences of the voting population. Political ideas did not always receive nationwide acceptance; disobedience, dissent, and confrontation with the government or party officials in Santiago were frequent; and the struggle between centralism and provincial aspirations was a continuing fact of Chilean political life. Dr. Caviedes focuses clearly on the main protagonists of Chilean politics–the politicians and the voters–and interprets the changing fortunes of the different political parties, both historically and within the context of existing local social, political, and economic conditions. He provides a province-by-province analysis of twenty presidential and congressional elections, demonstrating the variegated character of the voters throughout the country and exploring as well the relevant links with the international political scene.
