Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.

Dobruska was a businessman, scholar, and social philosopher, born into a Jewish family in Moravia, who converted to Catholicism, gained wide recognition at the Habsburg court in Vienna, and then emigrated to France to join the French Revolution. Dobruska, who took on the name Junius Frey during his Parisian sojourn, barely survived his book. Accused of conspiring on behalf of foreign powers, he was guillotined on April 5, 1794, at the height of The Terror, on the same day as Georges Jacques Danton. From Dobruska's ideas, which were widely used between the late eighteenth century and the first decades of the nineteenth century without attribution to their author, emerge some of the key concepts of the social sciences as we know them today. An enthusiastic and unfortunate revolutionary and sometimes a brilliant theorist, Moses Dobruska deserves a role of his own in the history of sociology. This book underlines the importance of the problem of the passions in both forming individual identity and building the social bond. Drawing inspiration from classic authors that represent fundamental milestones along the route of modern individualism—from Montaigne to Hobbes, from Locke to Smith, from Rousseau to Tocqueville—The Individual without Passions puts forward new hypotheses that contrast with the consolidated views of contemporary reflection, both modern and postmodern. Elena Pulcini argues that passions are crucial not only when they are strong (homo oeconomicus), but also when absent or weak (homo democraticus), in both cases producing pathological effects on the Self and the social bond. Finally, this book underlines that the image of the modern individual does not end with the egoistical passions and that it is possible to reactivate empathetic and solidaristic passions; furthermore, it proposes the hypothesis that the solidaristic passions go to fight the egoistical passions. This hypothesis seems confirmed and is most evident in the phenomenon of the gift (as interpreted by Marcel Mauss and his contemporary heirs), the “hidden” testimony of a desire for belonging which enables us to propose a new figure of the individual—homo reciprocus.
