Book excerpt: Although the Second World War ended sixty years ago, there are still untold stories waiting to be heard: stories not only of diplomats and soldiers but also of refugees, camp inmates and ordinary people living in occupied territories, stories of women's and children's lives as well as those of men. In Hard Labour the forgotten voices of a group of young women who left Latvia in 1944 are captured, telling the story of their flight from the advancing Soviet Army, their difficult journeys across central Europe, their lives as displaced people in Allied camps in Germany and finally their refuge in Britain. Hard work is at the centre of these stories, as the women became 'volunteer' workers, first for the Nazi war effort and then as labourers in the British post-war reconstruction plan. In what has been described as a 'venemous postscript' to the War, the fit and able amongst the vast homeless and often stateless population that fetched up in camps run by the Allies in war-devastated Germany were recruited by western states as labourers. Great Britain was the first nation to recruit displaced persons, offering jobs in hospitals and private homes as domestic workers and in the textile industry to young single women (and later men) from Latvia, Lithuania and Estonia, and other once independent states. Many of these women spent the rest of their lives in Britain, longing to return to their homelands but independence came too late for many of them. At the centre of Hard Labour are the lives of twenty-five now elderly Latvia women who came to Britain between 1946 and 1949. Their memories are placed in the context of recent work in feminist history, illuminating debates about displacement and loss as well as the transformation of women's lives in post-war Britain.

According to standard historiography, British public opinion forced the Conservative government to introduce legislation stemming the flow of dark-skinned immigrants and thereby altering an expansive nationality policy that had previously allowed all British subjects free entry into the United Kingdom. Paul's extensive archival research shows, however, that the racism of ministers and senior functionaries led rather than followed public opinion. In the late 1940s, the Labour government faced a birthrate perceived to be in decline, massive economic dislocations caused by the war, a huge national debt, severe labor shortages, and the prospective loss of international preeminence. Simultaneously, it subsidized the emigration of Britons to Australia, Canada, and other parts of the Empire, recruited Irish citizens and European refugees to work in Britain, and used regulatory changes to dissuade British subjects of color from coming to the United Kingdom. Paul contends post-war concepts of citizenship were based on a contradiction between the formal definition of who had the right to enter Britain and the informal notion of who was, or could become, really British. Whitewashing Britain extends this analysis to contemporary issues, such as the fierce engagement in the Falklands War and the curtailment of citizenship options for residents of Hong Kong. Paul finds the politics of citizenship in contemporary Britain still haunted by a mixture of imperial, economic, and demographic imperatives.

This book addresses the case of two different types of Italians in Britain during the Second World War: the immigrants, who became 'enemy aliens' overnight, and the prisoners of war (POWs), who were brought to this country to compensate for the lack of manpower. The material life and the contrasting sentiments of both groups of Italians are studied against a background of changing government policies towards 'enemy aliens' and POWs. People with a weak sense of nationhood, the Italians' strongest loyalties are normally towards their own families and kin. A surrogate national sentiment was enhanced, in the case of immigrants by their condition of foreigners confined to the margin of society; in the case of the POWs, by their condition of men humiliated in defeat and captivity. Yet, in both instances ambiguity and dislocation of sentiments made the central issue of divided loyalties a complex and painful - albeit enriching - experience. The book is mainly based on archival - mostly unused - sources; direct private testimonies, both written and oral, are also taken into account.
