Book excerpt: The Air Force has several options for sustaining weapon systems and components but has, in recent years, increasingly chosen contractor logistics support (CLS) over organic support. Still, questions remain about costs and efficiency, even about whether CLS is the best option. The authors explored these by reviewing the relevant government and DoD documents and data and by speaking with various knowledgeable individuals. The authors noted that CLS contracts have often gone to original equipment manufacturers because, lacking the technical data, the Air Force could not choose a third party. They also noted that contracts that guarantee large annual sums limit the Air Force's ability to adjust when its own funding changes and that the reasons underpinning these decisions are not always complete or consistent across the service. Centralizing and standardizing data and the related management skills would help make them available across the Air Force. More important, to retain all its choices for logistics services throughout a system's life cycle, the Air Force should acquire the technical data or data rights near the start of the acquisition process.

To this end, the Air Force has several efforts under way that apply commercial best practices and have, as a key feature, increased reliance on the private sector for logistics support. It is impossible to determine whether cost-effectiveness estimates for proposed contractor logistics support approaches are being achieved because the Air Force lacks the necessary data. Consequently, the Air Force may be testing and adopting support approaches without enough information to assess whether expected readiness improvements and cost reduction goals are being met. The Air Force's limited experience in repairing the same aircraft and components in both the public and private sectors and the lack of comparable and reliable historical financial data make it difficult to assess the cost-effectiveness of private versus public repair facilities. In addition, concerns raised about the impact of the increased use of contractor logistics support on the management of day-to-day activities have not been fully addressed.

In recent years the Department of Defense (DOD) and the services have initiated actions to expand contractor logistics support to other military systems that were not derived from similar commercial systems. The Air Force has designated the C-17 as 1 of the 10 Air Force systems that will be used as a pilot to implement a DOD initiative that will emphasize contracting with the private sector for support services as a part of its logistics reengineering efforts. This designation of the C-17 as a pilot project is consistent with defense reform initiatives, which called for a strategic shift toward increased reliance on the private sector to meet support needs.

Examples of aircraft using this kind of support include the C-9 aeromedical evacuation aircraft and the KC-lO tanker/airlift aircraft. Also, some high-cost, classified systems that are produced in small quantities, such as the U-2 reconnaissance aircraft, use this type of support arrangement. Using such an arrangement for systems similar to those used in the private sector can result in savings because it is possible to share common parts supply and other support structure costs, such as maintenance facilities and personnel, with other public and private sector users. Since the mid-1990s, the Department of Defense (DOD) and the services have initiated actions to expand the use of such contractor logistics support to other military programs. The Air Force is the service with the most extensive use of this logistics support strategy.

Book excerpt: The ability of the United States Air Force (USAF) to keep its aircraft operating at an acceptable operational tempo, in wartime and in peacetime, has been important to the Air Force since its inception. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Early in its work, the task force found that contractor logistics support (CLS) is defined in current doctrine as support to contractor-provided weapons systems in deployed military operations, usually provided by the manufacturer of the system. This is contrasted with the broader operational contract support (OCS), defined as the ability to orchestrate and synchronize the provision of integrated contract support and management of contractor personnel providing support to the Joint Force within a designated operational area. Based on clarifying discussions with the Congressional staff requesting the study, the task force focused its study on this broader scope of OCS. This broader definition encompasses contracts executed and managed in theater, but may be written and awarded in theater or in the United States, and applies to personnel supporting these contracts who may be U.S. citizens, local nationals, or third country nationals. The task force's findings and recommendations are based on presentations by and discussions with senior military and civilian leadership across key organizations associated with operational contract support. These included Department of Defense representatives from the Office of the Secretary of Defense, the Joint Chiefs of Staff, Combatant Commands, and Defense agencies. Past and current large operational support contractors also provided inputs. The task force also heard from panels of experts with relevant experience in recent conflicts on the topics of operational command, contract management and contracting officers, training and education, and combating trafficking in persons. The intent of the task force was to set the stage for future use of contracted support in contingency operations rather than to 'fight the last war.' To do this, the task force analyzed data from several recent contingency operations, both military and humanitarian efforts, to illustrate and understand the role of contracted support of military operations. While the length and scope of recent actions in Iraq and Afghanistan may not be repeated, many valuable lessons can be learned from these experiences that might apply to future military conflicts and humanitarian efforts"--Page 1.

It discusses the approval and award of a sole source contract for logistics support of a cargo loader used by the Air Force. Background. On April 1, 2004, the Air Force awarded a sole source contract to Systems & Electronics, Inc. for logistics support of the 60K Tunner cargo loader. Air Force personnel use the 60K Tunner to load cargo onto large aircraft. The contract required Systems & Electronics, Inc. to provide all of the logistics support needed for the cargo loader for eight years at an estimated total cost of $158 million. On February 11, 2005, the Acting Under Secretary of Defense (Acquisition, Technology, and Logistics) requested that the DoD Office of Inspector General review the influence and decisions made by Darleen Druyun, the then Principal Deputy Assistant Secretary of the Air Force for Acquisition and Management, on the 60K Tunner logistics support contract. Results. Instead of following Druyun's recommendation to award a 33-year contract valued at $1.7 billion ($51.5 million per year average costs), Warner Robins Air Logistics Center contracting officials prepared a sole source justification and approval in April 2003 and awarded an 8-year contract to Systems & Electronics, Inc. valued at $158 million with a much lower projected annual cost of $l9.8 million per year. However, Druyun influenced $47.2 million in vehicle overhaul requirements included in the contract by selecting Systems & Electronics, Inc. to be the source of repair.
