Yet seldom has the practice been examined from any but the public choice approach. This book explores contracting out in the important area of human services, covering the critical conditions of contracting and the vital points of politics, procedures, service quality, and effectiveness. In doing so, DeHoog uses three theoretical perspectives drawn from social science traditions: the economic perspective of market imperfections, the political perspective of cooptation, and the interdisciplinary perspective of organizational decision-making. To evaluate the perspectives and their predictions in the human services, DeHoog has examined contracting in social services (Title XX) and employment and training programs, (CETA), primarily through in-depth interviews with participants.

Book excerpt: In the memorandum 'The role of major contractors in the delivery of public services' the NAO sets out some of the benefits that can be achieved through contracting but highlights three issues that deserve greater public scrutiny. First, it raises questions about the way public service markets operate. This includes the need for scrutiny over whether public service contracts are sufficiently competitive and whether the rise of a few major contractors is in the public interest. Secondly, it highlights the issue of whether contractors' profits reflect a fair return. Understanding contractors' profits is important to ensure that their interests are aligned properly with that of the taxpayer. But transparency over rewards that contractors make is at present limited. Thirdly, the report asks how we know that contractors are delivering services to the high standards expected. In particular, government needs to ensure that large companies with sprawling structures are not paying 'lip-service' to control and that they have the right culture and control environment across their group. This requires transparency over contractors' performance and the use of contractual entitlement to information, audit and inspection. This should be backed up by the threat of financial penalties and being barred from future competitions if things are found to be wrong. A related report 'Managing government suppliers' (HC 811, session 2013-14, ISBN 9780102987034) examines the way the Cabinet Office is working to improve government's management of strategic suppliers.

Book excerpt: A study examined the issue of contracting out traditional government services and its effect on government employees. It found that local governments contract out for two principal reasons: to cut the cost of providing services and to employ specialized skills and resources unavailable within the government. Findings from a review of the privatization literature were that: (1) only about 5-10 percent of public employees affected by contracting out were laid off; (2) public assistance payments to laid-off workers were very low; (3) private contractors paid lower wages and offered lower fringe benefits; (4) contracting out was not inherently harmful to minorities or women; and (5) contracting may have a slightly positive impact on the number of available jobs. Interviews with local officials from 17 cities and counties generally confirmed these findings and indicated that very few workers were laid off as a result of contracting out and few cities had formal contracting out employment policies. Policy recommendations were as follows: (1) target new and expanded services for contracting out; (2) establish a "no layoff" policy; (3) reduce the government work force through attrition; (4) encourage government employees to form private companies to provide government services; (5) allow the city agency to compete in the bidding process; and (6) develop policies for aiding displaced public employees. Book excerpt: The Western welfare states are under reform (Pierson 1996; Gilbert 2002; Taylor-Gooby 2004; Henman and Fenger 2006). An important part of those reforms is the introduction of forms of privatization. Over the last decade, in most Western countries private elements have been introduced in (former) public sectors such as health care, home care, public transport, and social security. One of the components of the welfare state that has been subjected to privatization is the provision of public services. Over the years, many countries have chosen to contract out public service delivery (Domberger and Jensen 1997; Majone 1997; Scott 2000). The contracting out of public services is a specific form of privatization. In the case of contracting out, the production or the provision of public services is commissioned to the market. As a result, the role of the state changes from public provider to buyer of public services. Underlying the notion of contracting out is the belief that the introduction of market elements in the production of public services increases effectiveness and efficiency (Raad voor Werk en Inkomen 2003; Van Berkel and Van der Aa 2005). However, as we will explain in section two, this expectation only holds under specific circumstances. When contracting out public services, the agency that is outsourcing is faced with several challenges, such as opportunistic behavior on the part of the supplier. It may turn out to be difficult and costly to have the contractor supply according to the agency's preferences and policies. More specifically, the question arises whether contracts are sufficient for the safeguarding of public interests or whether supplementary government intervention is required. By analyzing the contracting practices of reintegration services in the Dutch reintegration market, we hope to gain a better understanding of the mechanisms of public private contract relations and the extend to which it is possible to safeguard public interests within the contract relation.
