Book excerpt: This synthesis analyzes the state of the practice in contracting fixed-route bus transit services. The study presents a literature review and results of a survey of transit agencies that currently contract services or did so previously. Thirty-seven completed responses were received from the 45 agencies in the survey sample, a response rate of 82%. The study also gathered information from corporate-level contract service providers to get their perspective on the procurement and operation process. Case examples of six transit systems are provided. These present an in-depth analysis of the process, including contract structure, transition issues, oversight, labor issues, challenges, agency assessments of the contracting process, and lessons learned.

Available in PDF, EPUB and Kindle. Book excerpt: This study examines the potential for and issues surrounding private sector participation in providing public transportation in Florida. A comprehensive review of past studies and reports on the topic of contracting for service provides a valuable historical overview of data and trends as well as best practices employed by agencies to evaluate contracting fixed route bus service. The potential benefits of purchasing service as well as reasons to contract are discussed to provide transit managers with a thorough understanding of all aspects of contracting. An annual comparison of directly operated and purchased fixed route service from 1998 through 2009 identifies trends that have occurred in privatization over at least the past ten years in the U.S. and Florida. A detailed comparison of operating costs for three service metrics in 2008 versus 1998 illustrates how cost effectiveness can vary by size of agency, area of the country, and by type of service - directly operated and purchased.

Book Contracting for Bus and Demand responsive Transit Services

Download or read book Contracting for Bus and Demand responsive Transit Services written by and published by National Academies Press. This book was released on 2001 with total page 210 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the interest of learning more about contracting as a method of transit service delivery, the 1998 Transportation Equity Act for the 21st Century (TEA-21) called on the Transportation Research Board (TRB) to conduct a study of contracting by recipients of federal transit grants. TEA-21 called for an examination of the extent and practice of transit service contracting and its effects on operating costs, customer service, safety, and other aspects of service quality and quantity. To conduct the study, TRB convened a 12-member committee of experts in public transportation management, labor, economics, and public policy. In carrying out the study, the committee reviewed previous reports on transit service contracting; conducted its own nationwide survey of public transit systems and their general managers; and interviewed transit managers, labor union leaders, contractors, and members of transit policy boards. Resulting findings and conclusions are summarized in this report, along with additional insights and ideas for follow-on study. The contents are organized as follows: (1) Introduction; (2) Public and Private Provision of Transit in the United States; (3) Conceptual Framework and Previous Studies on Contracting; (4) Transit Service Contracting in the United States: Extent and Practice; (5) Transit Contracting Experiences and Advice from General Managers; and (6) Summary and Assessment.

Book Implementation and Outcomes of Fare free Transit Systems

Download or read book Implementation and Outcomes of Fare free Transit Systems written by Joel Volinski and published by Transportation Research Board. This book was released on 2012 with total page 105 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this synthesis was to document the past and current experiences of public transit agencies that have planned, implemented, and operated fare-free transit systems. The report concentrates on public transit agencies that are either direct recipients or sub-recipients of federal transit grants and provide fare-free service to everyone in their service area on every mode they provide. The report will be of interest to transit managers and staffs, small urban and rural areas, university, and resort communities, as well as stakeholders and policy makers at all levels who would be interested in knowing the social benefits and macro impacts of providing affordable mobility through fare-free public transit. A review of the relevant literature was conducted for this effort. Reports provide statistics on changes in levels of ridership associated with fare-free service. White papers or agency reports identified by the topic panel or discovered through interviews with fare-free transit managers were also reviewed. Through topic panel input, Internet searches, listserv communications, and APTA and TRB sources, the first comprehensive listing of public transit agencies that provide fare-free service in the United States was identified. A selected survey of these identified public transit agencies yielded an 82% response rate (32/39). The report offers a look at policy and administrative issues through survey responses. Five case studies, achieved through interviews, represent the three types of communities that were found to be most likely to adopt a fare-free policy: rural and small urban, university dominated, and resort communities.
