It should serve anyone whose interest lies either in developing the field fur ther, or in applying existing methods to empirical questions. Much of the material included in this book is not specific to economics, or to quantita tive social sciences more generally, but rather extends to disciplines such as biometrics and technometrics. Applications are as diverse as the number of congressional budget vetoes, the number of children in a household, and the number of mechanical defects in a production line. The unifying theme is a focus on regression models in which a dependent count variable is modeled as a function of independent variables which mayor may not be counts as well. The modeling of count data has come of age. Inclusion of some of the fundamental models in basic textbooks, and implementation on standard computer software programs bear witness to that. Based on the standard Poisson regression model, numerous extensions and alternatives have been developed to address the common challenges faced in empirical modeling (unobserved heterogeneity, selectivity, endogeneity, measurement error, and dependent observations in the context of panel data or multivariate data, to name but a few) as well as the challenges that are specific to count data (e. g. , over dispersion and underdispersion).

Book excerpt: The availability of microdata has increased rapidly over the last decades, and standard statistical and econometric software packages for data analysis include ever more sophisticated modeling options. The goal of this book is to familiarize readers with a wide range of commonly used models, and thereby to enable them to become critical consumers of current empirical research, and to conduct their own empirical analyses. The focus of the book is on regression-type models in the context of large cross-section samples. In microdata applications, dependent variables often are qualitative and discrete, while in other cases, the sample is not randomly drawn from the population of interest and the dependent variable is censored or truncated. Hence, models and methods are required that go beyond the standard linear regression model and ordinary least squares. Maximum li- lihood estimation of conditional probability models and marginal probability e?ects are introduced here as the unifying principle for modeling, estimating and interpreting microdata relationships. We consider the limitation to m- imum likelihood sensible, from a pedagogical point of view if the book is to be used in a semester-long advanced undergraduate or graduate course, and from a practical point of view because maximum likelihood estimation is used in the overwhelming majority of current microdata research. In order to introduce and explain the models and methods, we refer to a number of illustrative applications. The main examples include the deter- nants of individual fertility, the intergenerational transmission of secondary schoolchoices,andthewageelasticityoffemalelaborsupply.

Book excerpt: This NAO report examines sick leave in the National Probation Service, which was running at 12.3 days per person in the 2004-05 period at a cost of £31.6 million. A number of recommendations have been set out as follows. That the National Probation Directorate should agree with the Chief Probation Officer a consistent minimum standard for collecting and reporting sickness absence data in their areas. This in turn could be used to produce comparative analyses, and offer a basis to diagnose the causes of sickness absence. An upgrade in some areas of their information technology systems should occur, so that better management information can be compiled. All probation areas should implement the mandatory elements of the national policy on sickness absence. All Chief Officers should review their action plans for reducing sickness absence. Sickness absence should be managed effectively but sympathetically, by including return to work interviews, along with a means of distinguishing between avoidable and unavoidable sickness absences, and addressing the culture of absenteeism. Long term sickness absence should be reviewed as a matter of urgency. Policies relating to work/life balance should be implemented nationally.
