L'une d'elles, l'union monétaire ouest africaine (umoa) regroupe sept pays essentiellement agricoles et à faible revenu. Son fonctionnement repose sur les clauses conventionnelles: 1) entre les états membres: une monnaie commune, le franc de la communauté financière africaine (FCFA), un institut d'émission commun, la banque centrale des états de l’Afrique de l'ouest (bceao), la mise en commun des avoirs extérieurs entre l'ensemble de ces états et la France, grâce au fonctionnement d'un "compte d’opérations" ouvert au trésor français. Alors que les mécanismes de fonctionnement dudit compte en faveur des pays africains sont très complexes à mettre en application, les clauses conventionnelles permettent à la France d'avoir d'énormes privilèges. Notamment elles lui permettent de participer au choix des instruments de politique monétaire, de siéger au conseil d'administration de la banque centrale et d'y avoir le droit de veto. La bceao est sous le contrôle du trésor français et l'umoa, n'est qu'une "chasse gardée" pour la France. Les instruments de contrôle de l'émission monétaire, trop calques sur le modèle français sont quasiment les mêmes dans tous les états membres. Ils ne tiennent toujours pas compte des spécificités africaines, de la diversité des situations économiques et des réseaux bancaires domines par les banques étrangères enfin, la crise et l'instabilité des marches financiers internationaux, la création et le flottement généralisé des principales devises de transactions, notamment le dollar, perturbent énormément la gestion monétaire de l'umoa. L'inflation importée, la dette extérieure et les mesures systématiques du FMI contre lesquelles chacun de ces pays ne peut rien, constituent un frein au développement et une cause majeure de la misère. Face à cette structure d'ensemble très défavorable, nous proposons une autre union monétaire sans la France. Une union dans laquelle chaque état membre aura sa monnaie nationale et son institut d'émission, le tout sera sous le contrôle d'une banque centrale supranationale.
