Book excerpt: About 4,000 people are killed each year in truck crashes and nearly 100,000 are injured each year. According to the National Highway Traffic Safety Administration (NHTSA), truck crash injuries increased by 40 percent from 2009 to 2012. There have been a lot of headlines lately; Tracy Morgan, the comedian, was seriously injured in a crash in early June involving a large truck, which also severely injured a Connecticut resident. Rule changes in 2013 were designed to prevent truck drivers from being forced to work too many hours, becoming exhausted and endangering themselves and other drivers on the road. They are a step in the right direction. As one 2005 study conducted by the Federal Motor Carrier Safety Administration (FMCSA) demonstrated, under the old rules, 65 percent of drivers reported feeling drowsy while driving, and 48 percent admitted to falling asleep while driving at the same point during the previous year.

The Transportation Research Board (TRB) undertook a study to identify the sources of safety improvements in other countries. Researchers do not have a complete understanding of the underlying causes of long-term trends in crashes and fatalities. Differences among countries are in part attributable to factors other than government safety policies. To identify keys to success, the TRB study committee examined specific safety programs for which quantitative evaluations are available and relied on the observations of safety professionals with international experience. The committee's conclusions identify differences between U.S. and international practices that can account for some differences in outcomes. The committee recommendations, which are addressed to elected officials and to government safety administrators, identify actions needed in the United States to emulate the successes that other countries have achieved. The recommendations do not comprehensively address all aspects of traffic safety programs but rather address areas of practice that are highlighted by the international comparisons and for which credible evidence of effectiveness is available."--Pub. desc.

Book excerpt: In 2004, over 5,000 people died on our nation's roads in crashes involving large trucks. The Department of Transportation's (DOT) Federal Motor Carrier Safety Administration (FMCSA) operates truck safety programs, including Share the Road Safely (STRS), which has a goal to improve driving behavior around large trucks. At congressional direction, the National Highway Traffic Safety Administration (NHTSA) assumed responsibility for funding STRS in 2004, but returned STRS to FMCSA in 2006. The current transportation authorization bill requested GAO to update its 2003 evaluation of STRS. This report (1) describes the STRS initiatives DOT has implemented since 2003 and their design, (2) reviews evaluations of STRS initiatives, and (3) assesses DOT's plans for the future of STRS. GAO interviewed DOT and state officials, and reviewed program plans and evaluations.

Debris that falls from a vehicle can collide with other vehicles or pedestrians, causing serious injuries or fatalities. According to data collected by NHTSA, there were about 440 fatalities caused by roadway debris in 2010. However, the exact number of incidents resulting from vehicles carrying unsecured loads is unknown.Congress, through the Conference Report for the Consolidated and Further Continuing Appropriations Act, (2012), directed NHTSA to improve its data on unsecured-load incidents and directed GAO to report on state laws and related exemptions, and punitive measures regarding unsecured loads on non-commercial vehicles, such as cars and light trucks used for non-commercial purposes. This report examines NHTSA's data collection efforts as well as states' laws related to unsecured loads. GAO reviewed NHTSA documents and interviewed officials from NHTSA, as well as representatives of highway safety associations and state police agencies. GAO also conducted a survey of all 50 states and the District of Columbia, with a response rate of 100 percent, and researched the laws, punitive measures, and education efforts in each state.GAO provided a draft of this report to NHTSA for review and comment. NHTSA provided technical comments that were incorporated, as appropriate"

Yet, because the drivers of the big rigs often flout the speed limits, and some are reckless, the public thinks of them as road-hogging hoodlums. I am not writing this book to combat this common image, though I myself am a retired professional driver who spent thirty-five years racking up over three million miles of driving. What I would like to do is offer an inside view of what it is like to be a trucker. I want to take the reader inside those imposing cabs and help you understand the motives, feelings and problems that truckers face. Perhaps by doing that, I will be able to convince you that most long-haul drivers are average people. They are just like everyone elseadecent, God-fearing men or women trying to earn a living for their families. My most important goal of this book, however, goes beyond depicting the life of a trucker. I hope to improve the driveras lot in order to improve general highway safety. My years of trucking have motivated me to speak out on the issue of truck safety. The book will give the reader a feel for what it is like to be behind the wheel of one of those big rigs, and it will relate anecdotes from my own driving experience.
