Book excerpt: The National Training Center (NTC) at Fort Irwin, California, is a US Army training installation that provides tactical experience for battalion/task forces and squadrons in a mid- to high-intensity combat scenario. Through joint exercises with US Air Force and other services, the NTC also provides a data source for improvements of training doctrines, organization, and equipment. To meet the training and operational needs of the NTC, several maintenance facilities provide general and direct support for mechanical devices, equipment, and vehicles. Maintenance products used at these facilities include fuels, petroleum-based oils, lubricating grease, various degreasing solvents, antifreeze (ethylene glycol), transmission fluid, brake fluid, and hydraulic oil. Used or spent petroleum-based products generated at the maintenance facilities are temporarily accumulated in underground storage tanks (USTs), collected by the NTC hazardous waste management contractor (HAZCO), and stored at the Petroleum, Oil, and Lubricant (POL) Storage Facility, Building 630, until shipped off site to be recovered, reused, and/or reclaimed. Spent degreasing solvents and other hazardous wastes are containerized and stored on-base for up to 90 days at the NTC's Hazardous Waste Storage Facility, Building 703. The US Environmental Protection Agency (EPA) performed an inspection and reviewed the hazardous waste management operations of the NTC. Inspections indicated that the NTC had violated one or more requirements of Subtitle C of the Resource Conservation and Recovery Act (RCRA) and as a result of these violations was issued a Notice of Noncompliance, Notice of Necessity for Conference, and Proposed Compliance Schedule (NON) dated October 13, 1989. The following post-closure plan is the compliance-based approach for the NTC to respond to the regulatory violations cited in the NON.

Book excerpt: This amended closure/post-closure plan describes the proposed closure approach for the former hazardous waste storage area (HWSA) at Building 560, Rickenbacker Air National Guard Base (ANGB), Ohio. The former HWSA is located at the edge of the shop area in the northern section of the base. The HWSA was a permitted storage facility that received wastes generated during base activities from 1983 to 1986. Wastes stored in the HWSA consisted primarily of acids and spent desiccants. Waste was stored in small containers placed on pallets inside Building 560 and in larger, 55-gallon drums outside the building (within the fenced yard). Additionally, 15 underground storage tanks (USTs) were previously located at Building 560/HWSA. These USTs were used for the storage of waste fuel, waste oils, and deicing fluid. The Air Force Base Conversion Agency (AFBCA) has been granted "No Further Response Action Plan" (NFRAP) status for the tanks. Residual contamination in soil and groundwater is addressed as part of the closure approach presented in this closure/post- closure plan. This amended closure/post-closure plan was prepared in compliance with the Ohio Administrative Code (OAC) Chapter 3745 Part 66 and the Code of Federal Regulations (CFR), Title 40 Part 265, Subpart G.

These programs support full - restoration of the installation property, which is necessary to meet the requirements for property disposal and reuse activities associated with the closure of the installation. The scope of the BCP considers the following regulatory mechanisms: the BRAC Act; National Environmental Policy Act (NEPA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Community Environmental Response Facilitation Act (CERFA); Resource Conservation and Recovery Act (RCRA); and other applicable laws. The Cameron Station BCP is a dynamic planning document which was developed by a BRAC Cleanup Team (BCT) consisting of U.S. Army, U.S. Environmental Protection Agency Region III (USEPA), and State of Virginia Department 9f Environmental Quality (VDEQ) representatives. It was necessary to make certain assumptions and interpretations to develop the schedule and cost estimates provided in this plan. The BCP will be updated regularly to reflect the current status and strategies of remedial actions, compliance programs and disposal and reuse planning. This document is the second in a series of updates/modifications and represents conditions and strategies as of January 1995.

Book excerpt: This Contingency Plan identifies personnel responsibilities, emergency equipment, and required actions necessary to mitigate potential incidents at the Waste Accumulation Area(s) (WAA)(s) located at the Lawrence Livermore National Laboratory (LLNL) Experimental Test Site 300 (Site 300) as shown in Figure 1. This Plan is designed to prepare personnel to minimize hazards to human health and the environment from fires, explosions, or any sudden or nonsudden release of hazardous, radioactive, or mixed waste constituents to the air, ground surface, or water from waste stored in the WAA(s). The LLNL Site 300 currently has one WAA. The location of the WAA is shown in Figure 2 and identified in Table 1. As programmatic needs change, it may become necessary to establish additional WAAs at Site 300. The WAA is a small, regularly monitored storage area where waste can be accumulated and stored temporarily. Hazardous and mixed waste can be stored or accumulated in a WAA for up to 90 days, after which it must be transferred to a Department of Toxic Substances Control (DTSC) authorized onsite treatment or storage facility or an authorized offsite treatment, storage, or disposal facility (TSDF). The onsite TSDFs authorized by DTSC are managed by the Radioactive and Hazardous Waste Management (RHWM) Division and by the Chemistry and Materials Science Directorate (CMS) at Site 300. Hazardous, radioactive, or mixed waste is referred to as ''waste'' in this document. Radioactive waste has been included in this Plan as a ''Best Management Practice'' to aid in response, where appropriate. However, radioactive waste is not regulated by DTSC under this Plan. This Contingency Plan is divided into two parts: (1) The first part, referred to as the ''General Plan'', is general information that is applicable to the existing and any subsequent WAAs. The General Plan includes Sections 1-7 and Appendices A-C. (2) The second part, referred to as the ''Site-Specific Plan'', contains site-specific information for the WAA(s). Site-specific plans are included in Appendix D.A copy of the Contingency Plan (including the site-specific plans) will be distributed to regulatory agencies and to public service organizations, such as local fire departments and hospitals that may be called on to provide emergency services. A copy of the General Plan with the appropriate site-specific plan will be located at the WAA(s), so it can be used in the case of an emergency.
