Book Contingency Contracting Customer Guide

Download or read book Contingency Contracting Customer Guide written by and published by . This book was released on 1996 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: The number and duration of contingency contracting taskings has increased significantly in recent years. This increase taxes the ability of deployed Contingency Contracting Officers to provided functional area deployed personnel with instruction in the contracting process. In lieu of requiring a deployed contracting officer to train individual customers on the process, the customer support guide provides the necessary explanations without straining valuable manpower resources. The Contracting Deployment Customer Guide aids the customer in contingency situations and addresses purchase requests and statements of work, types of contracts available, customer responsibilities for administration, and receiving and paying for goods and services.

Book Contracting Deployment Customer Guide

Download or read book Contracting Deployment Customer Guide written by and published by . This book was released on 1996 with total page 3 pages. Available in PDF, EPUB and Kindle. Book excerpt: The number and duration of contingency contracting taskings have increased dramatically over the last few years. This increase means that fewer contracting officers are available to deploy to each contingency site. As a result, the contracting personnel on-site have less time to assist functional area deployed personnel with instruction in the contracting process. Additionally, functional area personnel deployed in a contingency situation are typically not well versed in dealing with contracting personnel and the process. At the 1996 Air Force Contingency Contracting Conference, the functional managers from the major commands expressed the need to develop a Customer Guide for contingency deployments which would standardize, simplify, and streamline the support our Contingency Contracting Officers (CCOs) provide to our customers.

This book was released on 2017-08-23 with total page 342 pages. Available in PDF, EPUB and Kindle. Book excerpt: During a deployment, contingency operation, or response to natural disasters, conditions can change in a hurry. One day you might be operating in a sustained operational environment, and the next you could be deployed to a bare base or supporting disaster relief operations in the field. The challenges you face might be very familiar or totally unprecedented. You might have little or no time to prepare, and you could have nothing but your own wits to guide you. The success of your mission might depend in part or completely on your ability to solve problems and think quickly. Your job as a contingency contracting officer (CCO) is acquiring the items needed to support the mission. While doing this job, you should be aware that many foreign business cultures expect kickbacks, finder's fees, exchanges of gifts, or other gratuities that are illegal for U.S. personnel to provide or accept. You should always ensure that ethics regulations are closely observed. As a CCO, you must be vigilant in advising U.S. commanders, requirements personnel, and CCO-appointed representatives about practices that might violate standards of conduct. We have produced this Defense Contingency Contracting Handbook to help you successfully operate in a variety of mission environments. This handbook and the supplemental materials provide the essential information, tools, and training for you to meet the challenges you will face, regardless of the mission or environment.

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this research is to provide guidance by which future U.S. Navy Contingency Contracting Officers (CCOs) can effectively prepare for contingency operations. Additional research will provide guidelines for sustainment to support major contingencies. The research for this study was accomplished by reading literature on the subject of contingency contracting. Further research encompassed gathering information on lessons learned from past contingency contracting operations. Contingency contracting issues provided in this research project include an examination of preparatory steps required by Navy CCOs prior to deployment. Also included are sustainment issues that could positively affect a contingency operation and funding requirements that should be understood while conducting contingency operations. Additionally, this study provides conclusions and recommendations that could enhance the effectiveness of future Navy CCOs in support of contingency operations. Appendixes include a contingency contracting deployment kit, a list of personal items needed for contingency operations, approximately 23 forms used in contingency contracting, a contracting checklist, and a list of acronyms. Available in PDF, EPUB and Kindle. Book excerpt: The DoD and State and the U.S. Agency for International Development (USAID) have relied extensively on contractors in Iraq and Afghanistan, including using contractors to help administer other contracts or grants. Relying on contractors to perform such functions can provide benefits but also introduces potential risks, such as conflicts of interest, that should be considered and managed. This report reviewed: (1) the extent to which DoD, State, and USAID rely on contractors to perform contract and grant administration in Iraq and Afghanistan; (2) the reasons behind decisions to use such contractors and whether the decisions are guided by strategic workforce planning; and (3) whether agencies considered and mitigated related risks.
