Comprised of refugees, asylum seekers, "illegal" labor migrants, and stateless persons, this group of migrants occupies new sovereign spaces that generate new subjectivities. Investigating the role of irregular migrants in the transformation of citizenship, Anne McNevin argues that irregular status is an immanent (rather than aberrant) condition of global capitalism, formed by the fast-tracked processes of globalization. McNevin casts irregular migrants as more than mere victims of sovereign power, shuttled from one location to the next. Incorporating examples from the United States, Australia, and France, she shows how migrants reject their position as "illegal" outsiders and make claims on the communities in which they live and work. For these migrants, outsider status operates as both a mode of subjectification and as a site of active resistance, forcing observers to rethink the enactment of citizenship. McNevin connects irregular migrant activism to the complex rescaling of the neoliberal state. States increasingly prioritize transnational market relations that disrupt the spatial context for citizenship. At the same time, states police their borders in ways that reinvigorate territorial identities. Mapping the broad dynamics of political belonging in a neoliberal era, McNevin provides invaluable insight into the social and spatial transformation of citizenship, sovereignty, and power.

What motivates states to act the way they do? Contesting Revisionism focuses on a particular kind of motivation inclining a state to challenge the existing norms, rules, and institutions of international order: revisionism. The authors offer a critique of the existing discourse on revisionism and investigate the origin and evolution of the foreign policy orientations of revisionist states in the past. Furthermore, they introduce an ensemble of indicators to discern and compare the extent of revisionist tendencies on the part of contemporary China and the United States. Questioning the facile assumption that past episodes will repeat in the future, they argue that "hard" revisionism relying on war and conquest is less viable and likely in today's world. Instead, "soft" revisionism seeking to promote institutional change is more relevant and likely. Focusing on contemporary Sino-American relations, they conclude that much of the current discourse based on power transition theory is problematic. A dominant power is not inevitably committed to the defense of international order, nor does a rising power always have a revisionist agenda to challenge this order. The transformation of international order does not necessarily require a power transition between China and the US., nor does a possible power transition necessarily augur war. After developing the concept of revisionism both theoretically and empirically, they conclude with a series of policy recommendations for enhancing international stability and diminishing tension in Sino-American relations.

It can enable citizens to express themselves freely and organize outside state control. Yet while online activity has helped challenge authoritarian rule in some cases, other regimes have endured: no movement comparable to the Arab Spring has arisen in China. In Contesting Cyberspace in China, Rongbin Han offers a powerful counterintuitive explanation for the survival of the world’s largest authoritarian regime in the digital age. Han reveals the complex internal dynamics of online expression in China, showing how the state, service providers, and netizens negotiate the limits of discourse. He finds that state censorship has conditioned online expression, yet has failed to bring it under control. However, Han also finds that freer expression may work to the advantage of the regime because its critics are not the only ones empowered: the Internet has proved less threatening than expected due to the multiplicity of beliefs, identities, and values online. State-sponsored and spontaneous pro-government commenters have turned out to be a major presence on the Chinese internet, denigrating dissenters and barraging oppositional voices. Han explores the recruitment, training, and behavior of hired commenters, the “fifty-cent army,” as well as group identity formation among nationalistic Internet posters who see themselves as patriots defending China against online saboteurs. Drawing on a rich set of data collected through interviews, participant observation, and long-term online ethnography, as well as official reports and state directives, Contesting Cyberspace in China interrogates our assumptions about authoritarian resilience and the democratizing power of the Internet.

Book excerpt: In Animals as Legal Beings, Maneesha Deckha critically examines how Canadian law and, by extension, other legal orders around the world, participate in the social construction of the human-animal divide and the abject rendering of animals as property. Through a rigorous but cogent analysis, Deckha calls for replacing the exploitative property classification for animals with a new transformative legal status or subjectivity called "beingness." In developing a new legal subjectivity for animals, one oriented toward respecting animals for who they are rather than their proximity to idealized versions of humanness, Animals as Legal Beings seeks to bring critical animal theorizations and animal law closer together. Throughout, Deckha draws upon the feminist animal care tradition, as well as feminist theories of embodiment and relationality, postcolonial theory, and critical animal studies. Her argument is critical of the liberal legal view of animals and directed at a legal subjectivity for animals attentive to their embodied vulnerability, and desirous of an animal-friendly cultural shift in the core foundations of anthropocentric legal systems. Wendy C. Grenade combines various perspectives to tell a Caribbean story about this revolution, weaving together historical accounts of slain Prime Minister Maurice Bishop, the New Jewel Leftist Movement, and contemporary analysis. There is much controversy. Though the Organization of American States formally requested intervention from President Ronald Reagan, world media coverage was largely negative and skeptical, if not baffled, by the action, which resulted in a rapid defeat and the deposition of the Revolutionary Military Council. By examining the possibilities and contradictions of the Grenada Revolution, the contributors draw upon thirty years' of hindsight to illuminate a crucial period of the Cold War. Beyond geopolitics, the book interrogates but transcends the nuances and peculiarities of Grenada's political history to situate this revolution in its larger Caribbean and global context. In doing so, contributors seek to unsettle old debates while providing fresh understandings about a critical period in the Caribbean's postcolonial experience. This collection throws into sharp focus the centrality of the Grenada Revolution, offering a timely contribution to Caribbean scholarship and to wider understanding of politics in small developing, postcolonial societies.
