Where political studies tend to focus on either those who rule or those who are ruled, the essays in this volume call our attention to the interaction between these forces at the very heart of contentious politics. Written by prominent scholars of political and social history, these essays introduce us to a variety of political actors: peasants and workers, tax resisters and religious visionaries, bandits and revolutionaries. From Brazil to Beijing, from the late Middle Ages to the present, all were or are challenging authority. The authors take a distinctly historical approach to their subject, writing both of specific circumstances and of larger processes. While tracing their origins to the social history and structural sociology approaches of the sixties and seventies, the contributors have also profited from subsequent critiques of these approaches. Taken together, their essays demonstrate that the relationship between mobilization for collective action and identity formation is a perennial problem for protest groups -- a problem that the historical study of contentious politics, with its focus on political interaction, can do much to explain.

Book excerpt: Raised to be "flowers of the nation," the first generation born after the founding of the People's Republic of China was united in its political outlook and at first embraced the Cultural Revolution of 1966, but then split into warring factions. Investigating the causes of this fracture, Guobin Yang argues that Chinese youth engaged in an imaginary revolution from 1966 to 1968, enacting a political mythology that encouraged violence as a way to prove one's revolutionary credentials. This same competitive dynamic would later turn the Red Guard against the communist government. Throughout the 1970s, the majority of Red Guard youth were sent to work in rural villages, where they developed an appreciation for the values of ordinary life. From this experience, an underground cultural movement was born. Rejecting idolatry, these relocated revolutionaries developed a new form of resistance that signaled a new era of enlightenment, culminating in the Democracy Wall movement of the late 1970s and the Tiananmen protest of 1989. Yang's final chapter on the politics of history and memory argues that contemporary memories of the Cultural Revolution are factionalized along these lines of political division, formed fifty years before.

In Welfare for Autocrats, Jennifer Pan shows that China has reshaped its major social assistance program, Dibao, around this preoccupation, turning an effort to alleviate poverty into a tool of surveillance and repression. This distortion of Dibao damages perceptions of government competence and legitimacy and can trigger unrest among those denied benefits. Pan traces how China's approach to enforcing order transformed at the turn of the 21st century and identifies a phenomenon she calls seepage whereby one policy--in this case, quelling dissent--alters the allocation of resources and goals of unrelated areas of government. Using novel datasets and a variety of methodologies, Welfare for Autocrats challenges the view that concessions and repression are distinct strategies and departs from the assumption that all tools of repression were originally designed as such. Pan reaches the startling conclusion that China's preoccupation with order not only comes at great human cost but in the case of Dibao may well backfire.

As a result, a group of journalists stands at the forefront of some of China’s most dramatic social and political changes. This book is the first to systematically explore why some Chinese journalists decide to challenge Communist Party power holders and the censorship system. Based on 18 months of fieldwork, interviews with over 70 Chinese journalists and academics and analysis of nearly 20,000 Chinese newspaper articles, it investigates the motivation behind news workers who often brave the perils of challenging an authoritarian system. Rather than being driven by commercial pressures or financial inducements, the book suggests that many aggressive journalists push the limits of acceptable coverage because of their sense of public spirit and their professional role orientation. It argues that ultimately, these advocate journalists matter because they challenge specific policies and are changing China, one article at a time. China’s relation to Taiwan has been in constant contention since the founding of the People’s Republic of China in October 1949 and the creation of the defeated Kuomintang (KMT) exile regime on the island two months later. The island’s autonomous sovereignty has continually been challenged, initially because of the KMT’s insistence that it continue to represent not just Taiwan but all of China—and later because Taiwan refused to cede sovereignty to the then-dominant power that had arisen on the other side of the Taiwan Strait. One thing that makes Taiwan so politically difficult and yet so intellectually fascinating is that it is not merely a security problem, but a ganglion of interrelated puzzles. The optimistic hope of the Ma Ying-jeou administration for a new era of peace and cooperation foundered on a landslide victory by the Democratic Progressive Party, which has made clear its intent to distance Taiwan from China’s political embrace. The Taiwanese are now waiting with bated breath as the relationship tautens. Why did détente fail, and what chance does Taiwan have without it? Contributors to this volume focus on three aspects of the evolving quandary: nationalistic identity, social economy, and political strategy.
