Book excerpt: What are the implications of philosophical pragmatism for international relations theory and foreign policy practice? According to John Ryder, “a foreign policy built on pragmatist principles is neither naïve nor dangerous. In fact, it is very much what both the U.S. and the world are currently in need of.” Close observers of Barack Obama’s foreign policy statements have also raised the possibility of a distinctly pragmatist approach to international relations. Absent from the three dominant theoretical perspectives in the field—realism, idealism and constructivism—is any mention of pragmatism, except in the very limited, instrumentalist sense of choosing appropriate foreign policy tools to achieve proposed policy objectives. The key commitments of any international relations approach in the pragmatist tradition could include a flexible approach to crafting policy ends, theory integrally related to practice, a concern for both the normative and explanatory dimensions of international relations research, and policy means treated as hypotheses for experimental testing. Following the example of classic pragmatists such as John Dewey and neo-pragmatists like Richard Rorty, international relations scholars and foreign policy practitioners would have to forgo grand theories, instead embracing a situationally-specific approach to understanding and addressing emerging global problems. Unfortunately, commentary on the relationship between philosophical pragmatism and international relations has been limited. The authors in Philosophical Pragmatism and International Relations remedies this lacuna by exploring ways in which philosophical pragmatism, both classic and contemporary, can inform international relations theory and foreign policy practice today.

Ang makes use of a variety of sources contemporary to the period under study, as well as records which have become available post-1991. The use of detailed records from one of the Southeast Asian players is a first for the study of the region's diplomacy. The book describes Singapore's role and illustrate how Singapore's management of the Cambodian issue was shaped by the fundamentals of Singapore's foreign policy. The account also reveals the dynamics of intra-ASEAN relations, as well as ASEAN's foreign relations in the context of the Cambodia problem.

Perspectives on Pragmatism opens with a new accounting of what is living and what is dead in the first three generations of classical American pragmatists, represented by Charles Sanders Peirce, William James, and John Dewey. Post-Deweyan pragmatism at midcentury is discussed in the work of Wilfrid Sellars, one of its most brilliant and original practitioners. SellarsÕ legacy in turn is traced through the thought of his admirer, Richard Rorty, who further developed JamesÕs and DeweyÕs ideas within the professional discipline of philosophy and once more succeeded, as they had, in showing the more general importance of those ideas not only for intellectuals outside philosophy but for the wider public sphere. The book closes with a clear description of the authorÕs own analytic pragmatism, which combines all these ideas with those of Ludwig Wittgenstein, and synthesizes that broad pragmatism with its dominant philosophical rival, analytic philosophy, which focuses on language and logic. What impacts and modifies the environment is science. This Volume 2 starts by showing how technology plays an important role in scientific progress. Although the relationship between the two is symbiotic, science can exist without technology but technology desperately needs science. Military technology is an example of how technology can help science advance. Some military inventions end up having civilian use. Science being at the center of society, the book makes the case for the direct impact of such social sciences as politics and economics on the advancement of science. Politics, says the author, influences science because of uncertainty in science, and economics does it thanks to the availability of money to scholars and scientists for their research. On the other hand, government also influences scientific progress through regulations. The book gives cyberspace regulation as an example. Furthermore, by showing how art influences science, the author really argues for the polyfactorial aspect of scientific progress. In that line of thought, he goes on to also prove that factors such as skepticism, curiosity, and the quest for knowledge greatly influence the advancement of science. That, says the author, “is a ninety-degree turn … By ending Part two that way, I wanted to, somehow, link it to Part I, which argues that reality starts from within.”

Ideals of just and decisive triumphs often colour the call to war, yet victory is an increasingly dubious proposition in modern conflict, where negotiated settlements and festering violence have replaced formal surrenders. In the Just War and strategic studies traditions, assumptions about victory also underpin decisions to go to war but become more problematic in discussions about its conduct and conclusion. So although winning is typically considered the very object of war, we lack a clear understanding of victory itself. Likewise, we lack reliable resources for discerning a just from an unjust victory, for balancing the duty to fight ethically with the obligation to win, and for assessing the significance of changing ways of war for moral judgment. Though not amenable to easy answers, these important questions are both perennial and especially urgent. This book brings together a group of leading scholars from various disciplines to tackle them. It covers both traditions of victory - charting the historically variable notion of victory and the dialogues and fissures this opens in the just war and strategic canons - along with contemporary challenges of victory- analysing how new security contexts put pressure on these fissures and working toward clearer ideas about victory today.
