EDITOR'S PREFACE The purpose of this book is to provide a fairly broad survey of the Swedish legal system. In order to avoid possible disappointment, it would seem important to make clear from the outset what kind of questions the authors propose to answer and what groups of readers they are addressing. The easiest way to do this is to set out what we are not purporting to do. Thus, the book is not intended to serve as a primer for students who possess no knowledge of "the law", i. e. of the concepts, ideas and solutions of at least one legal system. Nor is it the purpose of the authors to give practitioners the kind of precise, techni cal answers to isolated questions that they need when advising their clients on the proper course of action in business, or litigation, con ducted within the framework of the legal system described.

The general report proposes a general introduction to the question of enforcement and effectiveness of consumer law. The general report uses examples drawn from the reports to illustrate common approaches and to identify more original or distinct unique approaches, taking into account the reported strengths and weaknesses of each. In this study, economists, lawyers, and sociologists evaluate an institutional form that is new to American society and, indeed, to the world--the public interest law (PIL) organization. The book introduces the reader to the structure, resources, and activities of this "nonprofit industry," and also to the factors that affect PIL firms in their choices of cases and methods of handling them. The authors examine PIL's vast range of contemporary public policy concerns. These incude such general topics as the environment, consumerism, housing, employment discrimination, medical care, occupational health and safety, education finance, and taxation. A number of base studies are presented, and a method for economic analysis and evaluation is introduced and applied. The study points to PIL's success in advocating under-represented interests, in winning courtroom decisions, and in translating legal victories into reallocations of resources. At the same time, it notes the bias of PIL towards test-case litigation, a propensity to focus on judicial victories rather than on real social change, and a tendency to use lawyers even when other types of professionals might be more effective. Many of these problems stem from uncertainty of funding and legal restrictions on "nonprofit" organizations. The result is a set of hurdles that distracts PIL firms from their principal goals. The authors do not limit themselves to PIL, but comment on the effectiveness of legal instruments as devices for social change, and on the behavior of the voluntary nonprofit sector, a little-studied portion of the economy. The book presents a fresh approach to the study of both collective-type economic problems and institutional setting in which public interest law works. In doing so, it has challenged the very meaning of consumer society and tackled some of the key economic, social, and political issues associated with the era of globalization.In Prosperity for All, the first international history of consumer activism, Matthew Hilton shows that modern consumer advocacy reached the peak of its influence in the decades after World War II. Growing out of the product-testing activities of Consumer Reports and its international counterparts (including Which? in the United Kingdom, Que Choisir in France, and Test in Germany), consumerism evolved into a truly global social movement. Consumer unions, NGOs, and individual activists like Ralph Nader emerged in countries around the world—including developing countries in Southeast Asia and Latin America—concerned with creating a more equitable marketplace and articulating a politics of consumption that addressed the needs of both individuals and society as a whole.Consumer activists achieved many victories, from making cars safer to highlighting the dangers of using baby formula instead of breast milk in countries with no access to clean water. The 1980s saw a reversal in the consumer movement's fortunes, thanks in large part to the rise of an antiregulatory agenda both in the United States and internationally. In the process, the definition of consumerism changed, focusing more on choice than on access. As Hilton shows, this change reflects more broadly on the dilemmas we all face as consumers: Do we want more stuff and more prosperity for ourselves, or do we want others less fortunate to be able to enjoy the same opportunities and standard of living that we do?Prosperity for All makes clear that by abandoning a more idealistic vision for consumer society we reduce consumers to little more than shoppers, and we deny the vast majority of the world's population the fruits of affluence.
