Book excerpt: Arguing that the energy price policies of the 1970s represented a major equity/efficiency trade-off and led to a dramatic decline in the living standard of lower income Americans, this book presents a comprehensive data-based assessment of the plight of lower income households between 1973 and 1983.

Book High Energy Costs

Download or read book High Energy Costs written by Hans H. Landsberg and published by Routledge. This book was released on 2015-12-14 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: High energy prices affect nearly the whole of the American population, arguably affecting some consumer groups more than others. Although originally published in 1981, the issues explored in this study such as who is affected most by energy price increases, regional differences and what can or should be done in the United States in regards to energy costs are still as relevant today as they were then. These papers attempt to directly address these concerns in the wake of the 1979-80 price shock in America and to advise what action can be taken to allay these concerns. This title will be of interest to students of environmental studies and economics.

Book The Impact of Forecasted Energy Price Increases on Low income Consumers

Download or read book The Impact of Forecasted Energy Price Increases on Low income Consumers written by and published by . This book was released on 2005 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Energy's Energy Information Administration (EIA) recently released its short term forecast for residential energy prices for the winter of 2005-2006. The forecast indicates significant increases in fuel costs, particularly for natural gas, propane, and home heating oil, for the year ahead. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nation's low-income households by primary heating fuel type, nationally and by Census Region. The statistics are intended for the use of policymakers in the Department of Energy's Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2006 fiscal year.

Book Targeted Implementable and Practical Energy Relief Measures for Households in Europe

Download or read book Targeted Implementable and Practical Energy Relief Measures for Households in Europe written by Mr. Nicolas Arregui and published by International Monetary Fund. This book was released on 2022-12-16 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: The recommended way of helping households during the ongoing European energy crisis is to allow price signals to operate freely while providing targeted compensation to the vulnerable. In practice, however, institutional, political, and technical constraints have led many European governments to adopt broad, price-suppressing measures, which impede the adjustment in demand, have high fiscal costs, and widen cross-country gaps in prices. This paper focuses on easy-to-implement, second-best policies. Bonuses or rebates on energy bills (that are not linked to the current volume of consumption) or block tariffs are simple options which would improve on the current policy design in many countries. To avoid stoking inflation, fiscal policy should not add to aggregate demand, so relief for energy bills should be targeted and coupled with offsetting fiscal measures. One option is to reclaim the relief from the better-off through income taxation, which would also make support more progressive.
