Book excerpt: Using data from a national survey, this study analyzes US consumers' acceptance of genetically modified foods that provide additional nutritional benefits. Using an ordered probit model, this study examines the relation between the willingness to consume genetically modified foods and consumers' economic, demographic and value attributes. Empirical results suggest that despite having some reservations, especially about the use of biotechnology in animals, American consumers are not decidedly opposed to food biotechnology. Consumers' economic and demographic variables are only weakly related to their acceptance of food biotechnology, especially when technology involves plant-to-plant DNA transfer. However, public trust and confidence in various private and public institutions are significantly related to their acceptance of food biotechnology. Overall, consumer acceptance of bioengineered foods is driven primarily by public perceptions of risks, benefits and safety of these food products.

After two decades of production, some groups and individuals remain critical of the technology based on their concerns about possible adverse effects on human health, the environment, and ethical considerations. At the same time, others are concerned that the technology is not reaching its potential to improve human health and the environment because of stringent regulations and reduced public funding to develop products offering more benefits to society. While the debate about these and other questions related to the genetic engineering techniques of the first 20 years goes on, emerging genetic-engineering technologies are adding new complexities to the conversation. Genetically Engineered Crops builds on previous related Academies reports published between 1987 and 2010 by undertaking a retrospective examination of the purported positive and adverse effects of GE crops and to anticipate what emerging genetic-engineering technologies hold for the future. Book excerpt: Abstract: This study conducts a multi-country survey on consumer acceptance of genetically modified (GM) foods in the United States and Taiwan and an experimental auction in Japan to estimate consumers' willingness to pay a premium for non-GM foods and/or their willingness to accept a discount on GM foods. The first essay reports results from a U.S. national telephone survey. The survey questionnaire involves stated preference (SP) questions of vegetable oil, cornflakes, and salmon. American consumers are generally accepting of GM foods. Among the determinants of choice, subjective variables such as perception of benefits and risks and level of knowledge are important. The estimated mean non-GM premiums are, respectively, 44.5%, 35.7%, 38.1%, and 56.9% of the base price to avoid GM vegetable oil, GM cornflakes, GM-fed salmon, and GM salmon. The SP question takes account of indifferent respondents. The second essay is based on the Taiwanese telephone survey. Taiwanese consumers indicate positive attitudes toward GM foods as compared to American consumers. The mean non-GM premium and the mean GM discount are estimated, and the equality between the two mean values is tested. We find no evidence against the equality, which indicates that Taiwanese consumers consider non-GM and GM foods to be substitutable. We also examine the effect of initial non-GM/GM choice on the propensity to switch alternatives given the price increase or discount. We find that the willingness to switch is different between the non-GM and GM choosers because the two groups have different choice criteria. The third essay studies Japanese consumers' willingness to pay a premium for non-GM foods based on the experimental auctions. We find that Japanese consumers are not too opposed to GM foods, and the estimated GM discounts are 37% for canola oil and 44% for natto (a soy product), which indicates that Japanese consumers are willing to accept GM foods if they are sufficiently discounted. We test the equality between the mean willingness to accept from the experiment and that from a stated preference question but find no evidence against the equality to conclude that hypothetical bias does not always exist.

Existing studies are mostly inconsistent and sometimes confusing. Although China produced and consumed the biggest amount of GM crops and other derived products, there were only limited studies about Chinese public acceptance for GM foods. This review was aimed to explore the public acceptance for GM food in China and reasons for acceptance or against for GM food. Methods: Literature were retrieved from Google Scholar, Pubmed and CNKI using key words of "genetically modified food" ( OR "GM food" OR "GMO Food" OR "GM foods") combined with "acceptance" (OR "attitude" OR "willingness to buy" ). Consumers' knowledge and understanding about GM food, attitudes and acceptance for GM food as well as factors or reasons associated with their attitudes or acceptance were synthesized. Result: Of 1000 literature retrieved from the specified data sources, 20 were eligible to be included in this study. Generally, knowledge and understanding of GM food was limited among Chinese consumers. However, acceptance for GM food were generally positive among the Chinese consumers, around 60%-80% according to the studies included in this review. Factors associated with acceptance for GM food included price of GM food, respondents' demographics, government attitudes and media coverage. Conclusion: The Chinese government should better communicate the risk and benefits associated GM food to improve acceptance of GM food. Communication should target subgroups of consumers to improve their knowledge and perceived benefits of GM food. Labeling of GM food should also be implemented in China to help the consumers to make a better choice. Subjects: Genetically modified foods - China
