Book excerpt: Much European Community law, in the form of directives and regulations, needs to be given effect by domestic legislation in UK law, a process referred to as "transposition". This report focuses on the way the Department for Environment, Food and Rural Affairs - which is responsible for implementing some 30 per cent of all Community law - handles this transposition, though the findings will have wider application to other government departments. Implementation in full and on time has to be balanced with the UK Government's policy of avoiding unnecessary over-implementation (known as "gold-plating"). Getting transposition wrong can incur avoidable costs for taxpayers, industry and consumers, and lead to adverse environmental effects. The report examines: accuracy in understanding and interpreting Community law; timeliness of transposition and implementation; and communication with key players. The report points to good practice examples from Defra, praises the Department for establishing a Task Force and Better Regulation Team to examine and improve procedures, and makes a number of additional recommendations. Case studies are used to illustrate the difficulties and problems encountered in the transposition procedure.

"The State of the World's Animal Genetic Resources for Food and Agriculture" is the first global assessment of these resources. Drawing on 169 Country Reports, contributions from a number of international organizations and 12 specially commissioned thematic studies, it presents an analysis of the state of agricultural biodiversity in the livestock sector - origins and development, uses and values, distribution and exchange, risk status and threats - and of capacity to manage these resources - institutions, policies and legal frameworks, structured breeding activities and conservation programmes. Needs and challenges are assessed in the context of the forces driving change in livestock production systems. Tools and methods to enhance the use and development of animal genetic resources are explored in sections on the state of the art in characterization, genetic improvement, economic evaluation and conservation. The main findings of the report are summarized in "The State of the World's Animal Genetic Resources for Food and Agriculture - in brief," of which the Arabic, Chinese, English, French, Russian and Spanish versions can be found on the attached CD-ROM and are also available separately in printed form. As well providing a technical reference document, the country-based preparation of "The State of the World" has led to a process of policy development and a "Global Plan of Action for Animal Genetic Resources," which once adopted, will provide an agenda for action by the international community. Book excerpt: 400 million tonnes of waste is produced in England and Wales from industrial, commercial and household sources, with 375 million tonnes produced in England alone. Following on from its previous report on waste management issues (HCP 385-I, session 2002-03, ISBN 0215010876) published in May 2003, the Committee's report focuses on the progress being made to meet targets for recycling, and the impact of the EU Landfill Directive on reducing the amount of waste sent to landfills, particularly in hazardous waste landfill capacity. Findings include that waste policy has a lower public profile than many other environmental issues, and its development is hindered by a lack of quality data. Concerns are raised about the level of hazardous waste that is unaccounted for, following the ending of co-disposal of hazardous and non-hazardous waste in the same landfill. Government funding for research into new treatment technologies is welcomed, but more investment is needed; and the planning system is a key influence on the country's waste management capacity. The Committee also recommends that the Landfill Tax should be increased to £35 per tonne; and that the introduction of local authority schemes to promote household waste recycling should be left at the discretion of local councils, with variable charging schemes only introduced if this can avoid disadvantaging low-income families.
