Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

The law of identity and the law of non-contradiction are widely accepted principles in logic and other intellectual pursuits. However, there are disagreements as to how to understand and treat the genuine structures and contents of these two basic principles. This book provides a holistic inquiry into these principles for the sake of enhancing our understanding and treatment of them from the vantage point of cross-tradition engagement. It begins by offering a philosophical interpretation of three classical texts in Chinese philosophy in their respective contexts: the “Bai-Ma-Lun” in Gongsun Long’s texts, the “Xiao-Qu” in the Later Mohist texts, and Lao Zi’s Dao-De-Jing in classical Daoism. The author explains an innovative dual-track characterization of relative identity that is informed by relevant resources from these texts as well as Western philosophical traditions. He shows how this cross-tradition engaging approach can make constructive and significant contributions to the jointly concerned fundamental issues of identity and reference in logic, philosophy of logic and language, metaphysics, as well as philosophy more generally. On the basis of the assumptions set out in the report, the Commission recommends i) a maximum opening yield of £10.19 per passenger at Heathrow with charges subsequently increasing at no more than RPI +7.5; and ii) a maximum opening yield of £5.50 per passenger at Gatwick with charges subsequently increasing at no more than RPI -0.5. The recommended levels are significantly below those put forward by BAA, although they are above those proposed by the airlines. The Commission argues that these charges will enable BAA to implement its plans to improve facilities and levels of service at both airports for the benefits of airlines, passengers and other airport users.

Iran’s nuclear programme and the alleged threat to international peace and security remains one of the most important issues in the United States, as well as in European foreign affairs. In the US, Iran has dominated the political discourse for over three decades and Europe has spent considerable political capital in finding a diplomatic solution to Iran’s nuclear ambitions. While relations between both states remain subject to mutual hostility, the EU remains a channel of communication and since 2003 has maintained a multilateral negotiation framework. By and large, the narrative on nuclear negotiations is dominated by constructivist and realist literature, portraying relations between the US and Iran in ideological terms as a prolonged struggle for regional influence. Embedded within conflict resolution and diplomatic theory, this work attempts to bridge this gap. Drawing upon primary documents and interviews, the text examines negotiation behaviour, and strategies and tools of statecraft, as well as analysing technical aspects of initiatives concerning the nuclear programme. This explanation unifies various representative while philosophically interesting truth-concern approaches in early Chinese philosophy on the basis of people’s pre-theoretic “way-things-are-capturing” understanding of truth. It explains how JRP provides effective interpretative resources to identify and explain one unifying line that runs through those distinct truth-concern approaches and how they can thus talk with and complement each other and contribute to the contemporary study of the issue of truth. In so doing, the book also engages with some distinct treatments in the modern study of Chinese philosophy. Through testing its explanatory power in effectively interpreting those representative truth-concern approaches in the Yi-Jing philosophy, Gongsun Long’s philosophy, Later Mohist philosophy, classical Confucianism and classical Daoism, JRP is also further justified and strengthened. Mou defends JRP as an original unifying pluralist account in the context of cross-tradition philosophical engagement, which can also effectively engage with other accounts of truth (including other types of pluralist accounts) in contemporary philosophy. The purpose of this book is dual: (1) it is to enhance our understanding and treatment of the truth concern as one strategic foundation of various movements of thought in classical Chinese philosophy that are intended to capture “how things are”; (2) on the other hand, it is to explore how the relevant resources in Chinese philosophy can contribute to the contemporary exploration of the philosophical issue of truth in philosophically interesting and engaging way.

The present book takes these issues implicitly as its starting point by thoroughly reflecting on them from a perspective of worldviews, as one of many approaches. More specifically, it focuses on people’s implicit and explicit interpretations and assumptions of the world, of themselves and of others. Often deeply rooted and hard to change, they have an important function, for without them we would continually need to question what we do and what we think. In their absolutist form, these assumptions may become a barrier for open-mindedness, and hence for deep intercultural understanding and exchange. We need to find a balance between both stances. Intercultural philosophy tries to fulfil this role, on the one hand by comparing different cultures on a deep philosophical level, and as a way to better understand each other’s core assumptions, and on the other hand by arguing for an intercultural philosophy grounded in specific cases. The contributions of this book conceive of "another possible world" which does not condemn cultural and religious diversity as a detonator for "Clashes of Civilizations", but rather welcomes it as a source of inspiration for all and of respect for the "different".
