In 1991 five states constructed trial sections to determine if satisfactory mixes could be produced in the United States with current materials and high rates of production. This report discusses Virginia's first section, placed in 1992 near Lynchburg. During construction, better equipment was necessary to control the amount of fines contained in SMA mixes. Lack of control in the mix gradation caused variability on the roadway and on routine mix tests conducted during construction. The mix containing the cellulose fiber, Arbocel, has rotted more at stop-lights than the mix containing the polymer, Vestoplast, or the high-stability control mix. However, all mixes continue to perform well. Laboratory creep tests and gyratory shear tests predicted that the control mix and Vestoplast mix would be more resistant to rutting and consolidation under traffic. This investigation and work in other states have improved the current Virginia specification for SMA. The gradation was coarsened, a stiffer asphalt cement was required, and plant equipment that can adequately handle the aggregates was used. With these changes, future installations will perform better than the current dense graded mixes.

By the end of 2004, contracts that encompassed nearly 400,000 tons of SMA had been awarded and most of the material produced and placed. During this 2-year timeframe, more construction districts and contractors were engaged in the design, production, and placement of SMA than at any time in the history of the Virginia Department of Transportation (VDOT). Most were experiencing it for the first time. This report documents many aspects of the 2003/2004 SMA "implementation initiative." It summarizes and presents detailed information on costs and quantities, volumetric properties, compaction, permeability, aggregate quality, and initial functional character (ride and friction) for SMA pavements placed during the 2003 and 2004 seasons. SMA is a complex and expensive HMA material. Carefully documenting (or "baselining") today's experiences and understanding the consequences in terms of lifetime costing are important keys to the continued successful deployment of the best HMA technologies for Virginia. If the cost savings associated with SMA (as identified by the National Asphalt Pavement Association) continue and are applied to only the 14% of VDOT's annual program allotted to SMA in 2005, the fruits of this research can contribute to more than $14 million per year in savings.

This report of the Transportation Research Board describes the extent of the rutting problem on the National Highway System, pavement mixture design issues, and the design of rut-resistant mixtures. In addition, alternate mixture types, including stone matrix asphalt and porous asphalt, are discussed, as well as international approaches to mixture design. Finally, the construction of rut-resistant mixtures, including the role of quality control and quality assurance methods, are discussed. A summary of permanent deformation causes and solutions is included in the appendix.

Book excerpt: Stone matrix asphalt (SMA) is a gap-graded hot mix asphalt with a high percentage of coarse aggregate and a high asphalt content. SMA is the typical gap-graded mixture used in Virginia that is intended to maximize rutting resistance and durability with a stable stone-on-stone skeleton held together by a rich mixture of asphalt binder. The field performance of SMA in Virginia has been generally excellent. However, several SMA pavements have undergone premature failure, and factors related to both pavement structure and materials have been identified as causes for the poor performance. A detailed forensic study recommended a specification change for gradation of SMA-9.5 mixtures to provide improved stability. The Virginia Department of Transportation adopted a new aggregate gradation in 2012 for these mixtures. Aggregate morphological characteristics, including sphericity, flatness ratio, elongation ratio, angularity, and texture, have been recognized as major factors influencing the performance of aggregate and asphalt mixtures. The current study demonstrated via laboratory methods the stability of mixtures conforming to the Virginia Department of Transportation’s new grading specification and the effects of aggregate morphology and asphalt binder properties on stability. SMA mixtures designed and produced by different contractors using aggregates from different quarries in Virginia were included in the study. SMA mixtures and samples of the aggregates used in production were obtained for laboratory evaluation of the structural stability and aggregate characteristics of the mixtures. All mixtures met the criterion of VCAMIX

Book excerpt: In 2014, researchers at the Virginia Transportation Research Council initiated a study to evaluate the effectiveness of using high polymer-modified (HP) binders in surface asphalt concrete (AC) mixtures. The results were promising enough to support a field study investigating the use of HP binders in asphalt mixtures over jointed concrete pavement. Since 2015, HP AC overlays have been placed at several sections over existing jointed concrete pavement and cracked asphalt pavements in an effort to mitigate reflective cracking. The purpose of this study was to assess the viability of using HP AC mixtures in Virginia as a reflective crack mitigation technique or when deemed appropriate as a tool for increased crack resistance on higher volume facilities. Information on the state of the practice and lessons learned from the use of HP AC mixtures in the United States and Canada are also provided. In general, HP AC mixtures have been used in a wide range of applications under heavy traffic on interstates and slow-braking loads at intersections. No major field-related construction issues in terms of mixing temperatures and in-place compaction of HP AC mixtures were reported and standard construction practices and equipment were used. Good communication between the polymer/binder supplier and the contractor and solid planning prior to the work being conducted were important lessons learned with regard to paving with HP AC mixtures. The performance characteristics of conventional polymer-modified asphalt (PMA) and HP field-produced mixtures were evaluated in the laboratory in terms of durability and resistance to rutting and cracking. Based on the mixtures tested in this study, HP AC mixtures showed better performance when compared with PMA mixtures regardless of the mixture type (dense-graded surface mixtures and stone matrix asphalt [SMA]). Moreover, SMA mixtures showed better performance when compared with surface mixtures regardless of the asphalt binder type (PMA and HP). Overall, SMA-HP mixtures showed the most promising performance among all evaluated PMA and HP mixtures. Distress survey data collected from VDOT’s Pavement Management System of HP field sections were compiled, documented, and compared with that of their control PMA sections. The HP sections showed the most promising performance 5 years after construction (2015-2020) regardless of the traffic level and the pre-existing pavement conditions. In general, none of the evaluated mixtures (HP or PMA) was able to stop reflective cracking totally. Moreover, performance evaluations using the network-level pavement management data were conducted to estimate the life expectancy of HP AC overlays. Overall, PMA and HP AC overlays had an average predicted service life of 6.2 and 8.3 years, respectively, indicating a 34% extension of performance life of the AC overlays with HP modification. The study recommends continued assessment of the as-constructed properties in future HP projects for the purpose of compiling a materials characterization database. Further, the performance of all existing and future HP sections should be monitored. This will help in updating and revising the service life prediction models and the cost-effectiveness of using HP AC mixtures as the existing sections continue to age and more data are available. Finally, the use of the balanced mix design approach should be investigated to promote further the design of more durable and longer-lasting PMA and HP mixtures in Virginia.

Book excerpt: Several processes have been developed to reduce the mixing and compaction temperatures of hot mix asphalt (HMA) without sacrificing the quality of the resulting pavement. The purpose of this study was to evaluate the installation of warm mix asphalt (WMA) to compile experiences and offer recommendations for future use. Three trial sections were installed using warm mix technologies between August and November of 2006. Two used the Sasobit technology, and the third employed the Evotherm technology. This report discusses the material makeup of these technologies and documents the production and placement of the three trial sections. The results of this study and further studies can serve as a basis for decision making by the Virginia Department of Transportation (VDOT) regarding the use of WMA technology. Trial sections were initiated through cooperative efforts by the Virginia Transportation Research Council; VDOT districts, residencies, and area headquarters; and participating contractors. Construction used typical mixture designs and practices so that performance under typical construction conditions could be evaluated. General experiences and processes used during construction were documented, and samples were taken for laboratory characterization. Density measurements and cores were taken at each site to determine the initial pavement properties. At the Evotherm installation, asphalt fume sampling was conducted by VDOT's Employee Safety & Health Division to evaluate differences in worker exposure between HMA and WMA pavement laydown operations. The study showed that WMA can be successfully placed using conventional HMA paving practices and procedures with only minor modifications to account for the reduction in temperature. The evaluated technologies affected mixture properties in slightly different ways such as changes in tensile strength ratios and variability in air voids. Additional monitoring of constructed sections was recommended to evaluate long-term performance. Inclusion of WMA technology as an option for paving operations provides potential benefits to VDOT and the contracting community. Theoretically, these technologies could extend the asphalt paving season into cooler weather, allowing for better optimization of paving resources. The technologies also allow the construction of asphalt pavements at lower temperatures, resulting in reduced cooling time before the pavement is opened to traffic. Lower production temperatures may also increase mixture durability by reducing production aging of the mix. Benefits to contractors may include the ability to increase hauling distances between the plant and project, reduced plant emissions resulting in improved air quality, and cost savings because of reduced energy costs. Because of the experimental nature of this study, no cost savings data are yet available to justify or refute the use of WMA technologies.
