Book excerpt: Douglas Kellner's Media Spectacle and the Crisis of Democracy: 9/11, the War on Iraq, and Election 2004 investigates the role of the media in the momentous political events of the past four years. Beginning with the role of the media in contested election of 2000, Kellner examines how corporate media ownership and concentration, linked with a rightward shift of establishment media, have disadvantaged the Democrats and benefited George W. Bush and the Republicans. Exploring the role of media spectacle in the 9/11 attacks and subsequent Terror War in Afghanistan and Iraq, Kellner documents the centrality of media politics in advancing foreign policy agendas and militarism. Building on his analysis in Media Spectacle (Routledge 2003), Kellner demonstrates in detail how conflicting political forces ranging from Al Qaeda to the Bush administration construct media spectacles to advance their politics. Two chapters critically engage the role of the media in the buildup to the Iraq war and the media-centric nature of Bush's Iraq invasion and occupation. Final chapters delineate the role of the media in the highly contested and significant 2004 election campaign that many believe to be one of the key political struggles of the contemporary era. Criticizing Bush's unilateralism, Kellner argues for a multilateral and cosmopolitan globalization and the need for democratic media to help overcome the current crisis of democracy in the United States.

Book excerpt: In her examination of the culture of Italian fascism, Mabel Berezin focuses on how Mussolini's regime consciously constructed a nonliberal public sphere to support its political aims. Fascism stresses form over content, she believes, and the regime tried to build its political support through the careful construction and manipulation of public spectacles or rituals such as parades, commemoration ceremonies, and holiday festivities. The fascists believed they could rely on the motivating power of spectacle, and experiential symbols. In contrast with the liberal democratic notion of separable public and private selves, Italian fascism attempted to merge the public and private selves in political spectacles, creating communities of feeling in public piazzas. Such communities were only temporary, Berezin explains, and fascist identity was only formed to the extent that it could be articulated in a language of pre-existing cultural identities. In the Italian case, those identities meant the popular culture of Roman Catholicism and the cult of motherhood. Berezin hypothesizes that at particular historical moments certain social groups which perceive the division of public and private self as untenable on cultural grounds will gain political ascendance. Her hypothesis opens a new perspective on how fascism works.

In Party Games, Mark Wahlgren Summers tells the full story and admires much of the political carnival, but he adds a cautionary note about the dark recesses: vote-buying, election-rigging, blackguarding, news suppression, and violence. Summers also points out that hardball politics and third-party challenges helped make the parties more responsive. Ballyhoo did not replace government action. In order to maintain power, major parties not only rigged the system but also gave dissidents part of what they wanted. The persistence of a two-party system, Summers concludes, resulted from its adaptability, as well as its ruthlessness. Even the reform of political abuses was shaped to fit the needs of the real owners of the political system--the politicians themselves.

In the vacuum left by the decline of the Democratic and Republican parties, single-interest groups have risen and flourished. Protest movements on the left and the New Right at the opposite pole have challenged and divided the major parties, and the Reagan Revolution--in reversing a fifty-year trend toward governmental expansion--may turn out to have revolutionized the party system too. In this edition, as in the first, current political trends and events are placed in a historical and theoretical context. Focusing upon three major realignments of the past--those of the 1850s, the 1890s, and the 1930s--Sundquist traces the processes by which basic transformations of the country's two-party system occur. From the historical case studies, he fashions a theory as to the why and how of party realignment, then applies it to current and recent developments, through the first two years of the Reagan presidency and the midterm election of 1982. The theoretical sections of the first edition are refined in this one, the historical sections are revised to take account of recent scholarship, and the chapters dealing with the postwar period are almost wholly rewritten. The conclusion of the original work is, in general, confirmed: the existing party system is likely to be strengthened as public attention is again riveted on domestic economic issues, and the headlong trend of recent decades toward political independence and party disintegration reversed, at least for a time.

Daley led a period of economic restructuring after that difficult era by building a vibrant tourist economy. Costas Spirou and Dennis R. Judd focus on Richard M. Daley’s role in transforming Chicago’s economy and urban culture.The construction of the "city of spectacle" required that Daley deploy leadership and vision to remake Chicago’s image and physical infrastructure. He gained the resources and political power necessary for supporting an aggressive program of construction that focused on signature projects along the city’s lakefront, including especially Millennium Park, Navy Pier, the Museum Campus, Northerly Island, Soldier Field, and two major expansions of McCormick Place, the city’s convention center. During this period Daley also presided over major residential construction in the Loop and in the surrounding neighborhoods, devoted millions of dollars to beautification efforts across the city, and increased the number of summer festivals and events across Grant Park. As a result of all these initiatives, the number of tourists visiting Chicago skyrocketed during the Daley years.Daley has been harshly criticized in some quarters for building a tourist-oriented economy and infrastructure at the expense of other priorities. Daley left his successor, Rahm Emanuel, with serious issues involving a long-standing pattern of police malfeasance, underfunded and uneven schools, inadequate housing opportunities, and intractable budgetary crises. Nevertheless, Spirou and Judd conclude, because Daley helped transform Chicago into a leading global city with an exceptional urban culture, he also left a positive imprint on the city that will endure for decades to come.

Schlesinger, Sr., who had selected 55 experts on the presidency and asked them to rank the presidents. He asked his respondents to rank presidents into categories of "Great," "Near Great," "Average," "Below Average" and "Failure." The result was a substantial article that attracted wide public attention. His work and similar studies have not escaped criticism, however. Many general works on the presidency have discussed presidential greatness and identified presidents who stood out for good or ill. There are likely unavoidable inadequacies in all ranking schemes, regardless of the complicated measures that many authors employ in their attempts to be "scientific." This book provides useful criticism of these presidential rankings. It is arranged chronologically, and discusses each presidential performance and each ranking study in detail. Perhaps it would be sufficient to say that most who held the office were right for their time.
