Book excerpt: This paper describes the construction of a Social Accounting Matrix (SAM) for Bolivia for the year 1997. Three distinctive features render the SAM a useful starting point for distributional analyses. First, production in the agricultural and services sector is split up into formal and informal activities to account for the fact that poverty is largely confined to the latter. Second, factor and household accounts exhibit a high level of disaggregation, thus permitting the monitoring of the factorial and personal income distribution. Finally, the SAM contains a detailed system of accumulation balances which reveals the distribution of assets among household groups.

Book excerpt: The purpose of this paper is to document the different steps followed to construct the Tunisian Social Accounting Matrix (SAM) for the year 2012. More precisely, it describes the estimation methods and the nature of data used in the development of the SAM, which has a specific focus on the agriculture and food sectors. The SAM also features a regional disaggregation by three agro-ecological zones. The data used in the construction process are based on two main publications of the “Institut National de la Statistique” (INS): the input-output table (I/O) (2012) and the supply-use table (2012). The I/O (2012) disaggregates the Tunisian economy into 24 sectors, including two agri-food sectors: (1) Agriculture and Fishery, and (2) Food Industries. The supply-use table accounts for about 400 commodities, of which 59 are agriculture, forestry, and fishery products and 64 are processed-food products. Other major information sources used include the household survey publication (2010), the annual report of the Central Bank (2013), the “Annuaire des Statistiques Agricoles” (Ministry of Agriculture 2013c), and the “Budget Economique” (2013).

Through the analysis of existing mathematical models, including large macro-economic models and technology-explicit energy models, the work proposes planning methodologies for developing countries that face challenges on their economy and infrastructure due to climate change. The three modeling methodologies discussed in the chapters are a decomposition analysis of trends in emissions intensity of GDP, linear programming techniques to determine optimum energy supply pathways given various resource and emissions constraints, and an input-output analysis to evaluate the impact of energy policies on income and equity. After a brief introduction to the history of the development of energy studies and the linkages between energy, economic, and environmental systems, the book delves into the component methodologies of the IMF and their intended outcomes. The decomposition analysis is intended to gauge the energy intensity of GDP and the structural composition of the economy to provide a basis on which scenarios are constructed in the following two methodologies. The linear programs are meant to develop a methodology to determine energy options under a variety of scenarios that capture the technical and economic characteristics of the power sector of developing countries. Lastly, the input-output analysis aims to build a methodology through which energy policy decisions can be understood and quantified to ensure the best possible impacts on developing economies and societies. However, one quite popular analysis instrument used in many countries, unfortunately in Germany and some other members of the European Union seems to be lacking its deserved attention. Social Accounting Matrices (SAMs) and their respective Computable Equilibrium Models (CGEs) represent a useful tool for profound and targeted economic analysis worldwide. Basically, observed and selected data of a base year is accommodated into a matrix presentation taking into account the double-entry accounting principle of revenues and expenditures revealing cross-institutional and cross-sectorial information or the mix of both. The underlying principle is to connect the producing part of an economy with the national institutions and the rest of the world in order to be able to conduct a significant analysis through a Computable Equilibrium Model. This model is calibrated and computed to generate the general equilibrium of an economy with the help of (mostly neo-classical) economic equations and assumptions reproducing the same values as observed in reality. In consequence, it is possible to perform an economic experiment predicting the reactions of the economy under consideration when facing those exogenous shocks. Until now, most SAMs and therefore CGEs have focused on a too limited presentation of the economies ignoring completely the financial part of it, even though this is an essential and in modern economies decisive part of economic life. This paper aims to transmit a step by step illustration of the elaboration of a Financial Social Accounting Matrix (FSAM) and the gradual development of an economic CGE model written in GAMS which makes use of the same data. In the end, an experiment is conducted taking into account the German Share Index DAX and a multitude of macroeconomic equilibrium equations.
