Para avanzar en el conocimiento de esta problemática se caracterizan los aspectos sociales, ambientales y económicos en el contexto urbano latinoamericano y se analizan, en concreto, las dificultades que presentan las ciudades de tamaño mediano para su sostenibilidad. La revisión del tema de estudio se centra en la evolución que han tenido durante la última década en América Latina la investigación, la gestión y la evaluación del desarrollo urbano sostenible y la incidencia de los principales enfoques en los modelos aplicados para la sostenibilidad de la ciudad. El análisis de los resultados permite afirmar que para orientar la planificación del desarrollo sostenible es necesario construir metodologías más apropiadas para conocer la realidad urbana de las ciudades latinoamericanas en el contexto de la sostenibilidad. La propuesta de la metodología de planificación integra la investigación, la gestión y la evaluación y desarrolla las bases conceptuales y los instrumentos para cada uno de los componentes así: para la investigación define los criterios básicos para la interdisciplinariedad y la participación comunitaria y propone como instrumento metodológico el Perfil de Desarrollo Sostenible. Para la gestión define las características técnicas y políticas de actuación y propone estrategias para implementar la Agenda Local 21. Para la evaluación diseña un sistema en el que se definen las dimensiones, los componentes, los fenómenos y los indicadores que permitirán evaluar el estado en que se encuentran las ciudades y conocer el índice o tendencia de sostenibilidad urbana. Como parte integral del proceso metodológico de este trabajo se aplican los indicadores y se calcula el índice de sostenibilidad en cuatro ciudades medianas de América Latina, tomadas como estudio de caso: Curitiba y Porto Al.

Book excerpt: Las construcciones civiles han desarrollado un papel importante para el desarrollo de la sociedad, debido a que proporcionan a las personas protección y calidad de vida; sin embargo, estas han ocasionado impactos en el medio ambiente y en la sociedad, como la contaminación de fuentes hídricas. Por lo anterior, aparecen los edificios sostenibles; estos están caracterizados principalmente por la responsabilidad social y ambiental. En este trabajo se encontró que la sostenibilidad ha tenido diversas connotaciones a lo largo de la historia, y se concluyó que esta trata de buscar un balance entre las actividades, intereses y objetivos de la economía, la sociedad y el medio ambiente, que conlleve a un pleno desarrollo de cada uno de estos componentes. Además, la aproximación al diseño sostenible escogida fue la aproximación de Attman, ya que fue la que mejor reflejó la definición de sostenibilidad concluida previamente. Se evaluaron en cuanto a completitud y pertinencia en el contexto colombiano La guía colombiana de construcción sostenible, el índice de sostenibilidad de Ding, la certificación HQE, el estándar EDGE, el Living Building Challenge, el estándar WELL, y la certificación LEED. Los resultados arrojaron que las certificaciones LEED, Living Building Challenge y HQE son las más completas, y de estas, la certificación LEED es la más pertinente en el contexto colombiano. Después, se usó la aproximación adoptada del diseño sostenible para evaluar el Centro Cívico. Los resultados obtenidos permitieron concluir que el Centro Cívico es un proyecto con un acercamiento a la sostenibilidad en edificios. Por último, los desafíos de la aplicación de la construcción sostenible en Colombia que se encontraron fueron entre otros: la pobre aplicación del Análisis del Ciclo de Vida como herramienta en la industria de la construcción, la lenta transición de una industria tradicional a una industria sostenible y la complejidad del manejo de los diferentes atributos de diseño.

From Brazil and Mexico to Zimbabwe and the Philippines, rural movements of diverse political character, but all sharing the same social basis of dispossessed peasants and unemployed workers, have used land occupations and other tactics to confront the neoliberal state. This volume brings together for the first time across three continents - Africa, Latin America and Asia - an intellectually consistent set of original investigations into this new generation of rural social movements. These country studies seek to identify their social composition, strategies, tactics, and ideologies; to assess their relations with other social actors, including political parties, urban social movements, and international aid agencies and other institutions; and to examine their most common tactic, the land occupation, its origins, pace and patterns, as well as the responses of governments and landowners. At a more fundamental level, this volume explores the ways in which two decades of neoliberal policy - including new land tenure arrangements intended to hasten the commodification of land, and new land uses linked to global markets -- have undermined the social reproduction of the rural labour force and created the conditions for popular resistance. The volume demonstrates the longer-term potential impact of these movements. In economic terms, they raise the possibility of tackling immiseration by means of the redistribution of land and the reorganisation of production on a more efficient and socially responsible basis. And in political terms, breaking the power of landowners and transnational capital with interests in land could ultimately open the way to an alternative pattern of capital accumulation and development.
