Since the Union’s European (now Common) Security and Defence Policy (ESDP/CSDP) became operational in 2003, the EU has conducted more than 20 civilian and military operations that broadly served to either deter aggression in host countries, and/or to build or strengthen the rule of law. This sudden burst of EU activity in the realm of external security is interesting from both a scholarly and a policy perspective. On one hand, institutionalised cooperation in the field of foreign, security and defence policy challenges the mainstream in IR theory which holds that in such sovereignty-sensitive areas cooperation would necessarily be limited. On the other hand, the sheer quantity of operations suggests that the ESDP may represent a potentially significant feature of global governance. In order to understand the drivers behind CSDP, EU Foreign Policy and Crisis Management Operations analyses the policy output in this area, including the operations conducted in the CSDP framework. Up until now, many studies inferred the logic behind CSDP from express intentions, institutional developments and (the potential of) pooled capabilities. By mining the rich data that CSDP operations represent in terms of the motives and ambitions of EU governments for the CSDP, this book advances our understanding of the framework at large. Book excerpt: The EU and China are often characterised as parties whose bilateral political differences still remain too large to bridge, so that they have failed to convert rhetorical promises into tangible results of cooperation, particularly with regards to the field of international security. Yet in terms of their bilateral interaction on security risk management in Africa; EU and Chinese naval officers jointly brought down the number of successful Somali pirate attacks in the Gulf of Aden and to a lesser extent were jointly involved in seeking a resolution to the lingering conflict in Darfur. This book asks how we can make sense as a whole of this relatively sudden shift in regards to the dealings between their respective officials on the topic of security risk management. It argues that the outcomes of Sino-European bilateral dealings on this topic are above all determined by the ability/inability of these officials to build political trust as a complex and cognitive social phenomenon. Consequently, the book applies an innovative conceptual framework on political trust to explain why EU and Chinese officials bridged their ‘endemic’ political differences to practically cooperate on Somali piracy but were unable to do so when it came to their interaction on Darfur. To conclude, it examines the longer term impact of this bilateral trust-building process by covering more recent examples of bilateral engagement in Libya and Mali and aims to show that although this trust-building process may be case specific, ramifications may go beyond the realm of their bilateral dealings on security matters in Africa, to impact wider issues of international security. This text will be of key interest to scholars and students of African and Chinese politics, EU politics, security and maritime studies, and more broadly of international relations and to governmental actors.

Against this background, this volume examines three key themes: the challenge to the power of member states - as subjects of European integration - to determine the course of the integrationist project and to shape European public policies; the increasing constraints in the domestic political arena experienced by member states as objects of European integration; and the contestation over both the 'constitutive politics of the EU' and specific policy choices. These three themes - power, constraint and contestation - and their interdependence are explored with specific reference to contemporary Germany. The main findings call for a revision of the 'conventional wisdom' about Germany's Europeanization experience. First, while Germany continues to engage intensively in all aspects of the integration process, its power to 'upload' - 'hard' and 'soft', 'deliberate' or 'unintentional', 'institutional' or 'ideational' - appears in decline. Germany's capacity to 'shape its regional milieu' is challenged by both changes in the integration process and the ever more apparent weaknesses of the 'German model'. The traditional regional core milieu is shrinking in size and importance in an enlarging Europe, and Germany's milieu-shaping power is being challenged. Second, the coincidence of enabling and constraining effects is being progressively replaced by a discourse that notes unwelcome constrictions associated with EU membership. The book's findings suggest that key political institutions and processes in the Federal Republic have not co-evolved with the integration process, but lead an, at times, uncomfortable co-existence. Third, domestic contestation over both everyday EU policy and the constitutional politics of integration seems set to increase. There are, as yet, no indications that these domestic conflicts will reach an intensity comparable to that of the 1950s. However, both the 'permissive' mass consensus and, perhaps more importantly, élite consensus are being tested to their limits. This volume is essential reading for students of comparative European politics and German studies.
