Book Access and Benefit Sharing

Download or read book Access and Benefit Sharing written by Sakarepe Kamene and published by . This book was released on 2011 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: The interests and issues on Access Benefit Sharing in Papua New Guinea captured in this publication are envisioned to stir a whole array of socio-political and economic questions in Papua New Guinea. Some of the major issues have been highlighted in the different subject matters in the respective chapters and there is also an expectation that other local and national issues will emerge that have not been manifested to date. However, with this publication it is essential for developments in the Access Benefit Sharing to contribute in a positive way through an appropriate national policy and law to respond to Kwa's reminder: "The government has to make a serious commitment to its people and the environment through the reformation of the natural resources sector to comply with the constitutional directive. Successive governments have paid lip service to the development of a coherent system that will adequately cover the management of the natural resources for the benefit of the present and future generations. The time to act is now and not tomorrow."

Book Conflict and Resource Development in the Southern Highlands of Papua New Guinea

Download or read book Conflict and Resource Development in the Southern Highlands of Papua New Guinea written by Nicole Haley and published by ANU E Press. This book was released on 2007-11-01 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Southern Highlands is one of Papua New Guinea's most resource-rich provinces, but for a number of years the province has been riven by conflict. Longstanding inter-group rivalries, briefly set aside during the colonial period, have been compounded by competition for the benefits provided by the modern state and by fighting over the distribution of returns from the several big mining and petroleum projects located within the province or impinging upon it. Deaths from the various conflicts over the past decade number in the hundreds. As a result of inter-group fighting, criminal activity and vandalism, a number of businesses have withdrawn from the province. Roadblocks and ambushes have made travel dangerous in many parts and expatriate missionaries and aid workers have left. Many public servants have abandoned their posts with the result that state services are not provided. Corruption is rife. Police are often reluctant to act because they are outnumbered and outgunned. This volume brings together a number of authors with deep experience of the Southern Highlands to examine the underlying dynamics of resource development and conflict in the province. Its primary purpose is to provide some background to recent events, but the authors also explore possible approaches to limiting the human and economic costs of the ongoing conflict and breakdown of governance.

Book Policy Making and Implementation

Download or read book Policy Making and Implementation written by Ronald James May and published by ANU E Press. This book was released on 2009-09-01 with total page 413 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

Book Papua New Guinea Critical Development Constraints

Download or read book Papua New Guinea Critical Development Constraints written by Asian Development Bank and published by Asian Development Bank. This book was released on 2012-04-01 with total page 239 pages. Available in PDF, EPUB and Kindle. Book excerpt: Papua New Guinea's economic growth has outpaced the majority of economies in Southeast Asia and the Pacific since 2007. Its development challenges, however, remain daunting, and it lags behind other countries in the region in terms of per capita income and achievement of the Millennium Development Goals. This raises the question of how the country can make its economic growth high, sustained, inclusive, and broad-based to more effectively improve its population's welfare. This report identifies the critical constraints to these objectives and discusses policy options to help overcome such constraints.

Book Social Impact Analysis

Download or read book Social Impact Analysis written by Laurence R. Goldman and published by Routledge. This book was released on 2020-08-20 with total page 354 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the nature, purpose and processes associated with social impact analysis. Because resource development projects occur in human as well as ecological environments, stakeholders - landowners, companies and governments - are compelled to ensure that the benefits of any project are maximized while the negative risks are minimized. Achieving such objectives means implementing programs which monitor and evaluate the ongoing effects of a project on the social and cultural lives of the impacted populace. This book aims to provide a teaching and training resource for students, social scientists (anthropologists, sociologists, human geographers, environmentalists, engineers, etc.) and indigenous personnel and operators who are tasked with community affairs programs in those countries where resource development projects are implemented. The constituent chapters provide how-to guides and frameworks that are generously illustrated with case studies drawn variously from North America and the Asia-Pacific region. Topics addressed include Legal Frameworks and Compliance Procedures, Social Mapping, Environmental Reports, Social and Economic Impact Studies, Social Monitoring Techniques, Project Development, Statistical Packages and Report Production. This book is unique in so far as it seeks to prioritize application over theory. Moreover, it is the first training resource that is sensitive to non-western indigenes' need to assimilate and apply skills engendered by Western countries.

Book Rethinking Resource Management

Download or read book Rethinking Resource Management written by Richard Howitt and published by Routledge. This book was released on 2002-01-31 with total page 468 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers students and practitioners a sophisticated and convincing framework for rethinking the usual approaches to resource management. It uses case studies to argue that professional resource managers do not take responsibility for the social and environmental consequences of their decisions on the often vulnerable indigenous communities they affect. It also discusses the invisibility of indigenous people' values and knowledge within traditional resource management. It offers a new approach to social impact assessment methods which are more participatory and empowering. The book employs a range of case studies from Australia, North America and Norway.
