Book excerpt: Excerpt from Constitutional Conventions in Illinois The Fiftieth General Assembly adopted a resolution favoring the assembling of a Constitutional Convention in this State. The question of assembling a Constitutional Convention to revise, alter or amend the Constitution of Illinois will be submitted to the voters at the general election to be held on the fifth day of November, 1918. This bulletin is prepared in the hope that it Will be of assistance to the people, Who, on November fifth of this year, must decide Whether or not a convention shall be assembled. A detailed treatment of all questions relating to a convention is, of course, impossible. But, for the purpose of assisting the voter in determining Whether he shall vote for or against the resolution adopted by the General Assembly in 1917, an attempt is here made to present, as briefly and concisely as possible, a discussion of the more important of such questions. This paper, however, is not intended as an argument for or against the assembling of a convention. Its only purpose is to discuss fairly and impartially the main issues raised by the adoption of the resolution for a Constitutional Convention. The storm of civil war burst upon the country and party issues were forgotten. The southern half of the state was overwhelmingly Democratic and at the same time intensely op posed to abolition. The position of the majority appears to have been that slavery was all right in the south, that the southern states had a perfect right to keep slaves, and that property rights in these slaves should be protected; but they were not willing that negroes should enter Illinois, and few probably favored any measure that would introduce slavery into any territory already free uh less the people of such section were in favor of its introduction. While they would not support any measure looking toward interfer ence with slavery wherefit existed, and even looked with favor upon slavery as an institution, the great majority would not support the slavery men in their attempt to destroy the Union. They were, in 1861, in a humor heartily to support a war for the maintenance of the Union, but would not have supported such a war if they had seen that the logical and inevitable result would.be the destruo tion of slavery. Because of their loyalty to the government, and because of the excitement following the fall of pt.sumter, party controversies were almost forgotten. There was but one party and. Book excerpt: Excerpt from The Civic Federation Constitutional Convention Series: General Considerations Illinois Faces a Real Problem For the fourth time in our State's history of one hundred years, the electors, on November 5, 1918, ratified the call for a Convention "to revise, alter or amend the State Constitution of Illinois." The action taken by the Fiftieth General Assembly in 1917 in voting to submit this question for the approval or rejection of the people, was more important and more broadly significant than if it had voted merely to submit a single specific amendment. An amendment would have proposed a change in only one phase of the fundamental law of our State. The voters would have been casting their ballots for or against a definite proposed change; whereas, now they have voted to open the whole Constitution to such changes or revisions as the Convention soon to be elected may choose to propose. Progress And Peril In The Balance The general election of 1918, with the huge vote cast to open this wide door for revision of our Constitution, therefore may prove to be another mile-post in the political and economic history of Illinois; and while we hope for great benefits to be gained from the holding of this Convention, it also is possible that the finger on this mile-post may point the way up some rough by-path of doubtful and dangerous experiment, instead of along the broad highway of true progress. Almost equally menacing is the possibility that the Convention may not be able to agree upon such a revision or such amendments as the people would approve, and that, after years of effort, we shall have to continue to break our way through the new country of future years with the plow and scraper of 1870 instead of with modern road-making machinery.
