Book excerpt: In the wake of proliferating discourses around globalisation and culture, some central questions around cultural politics have acquired a commonsensical and hegemonic character in contemporary intellectual discourse. The politics of difference, the possibilities of hybridity and the potential of multiple liminalities frame much discussion around the transnational dimensions of culture and post-identity politics. In this volume, the economic, political and social consequences of the focus on ‘culture’ in contemporary theories of globalization are analysed around the disparate fields of architecture, museum discourse, satellite television, dub poetry, carnival and sub-national theatre. The discourses of hybridity, diaspora, cultural difference minoritization are critically interrogated and engaged with through close analysis of cultural objects and practices. The essays thus intervene in the debate around modernity, globalization and cultural politics, and the volume as a whole provides a critical constellation through which the complexity of transnational culture can be framed. Thinking through the particular, the essays limn the absent universality of forms of capitalist globalization and the volume as a whole provides multiple perspectives from which to enter the singular modernity of our times in all its complexity.

Book excerpt: Performance Constellations maps transnational protest movements and the dynamics of networked expressive behavior in the streets and online, as people struggle to be heard and effect long-term social justice. Its case studies explore collective political action in Latin America, including the Zapatistas in the mid-’90s, protests during the 2001 Argentine economic crisis, the 2011 Chilean student movement, the 2014–2015 mobilizations for the disappeared Ayotzinapa students, and the 2018 transnational reproductive rights movement. The book analyzes uses of space, time, media communication, and corporeality in protests such as virtual sit-ins, flash mobs, scarfazos, and hashtag campaigns, arguing that these protests not only challenge hegemonic power but are also socially transformative. While other studies have focused either on digital activism or on street protests, Performance Constellations shows that they are in fact integrally entwined. Zooming in on protest movements and art-activism in Mexico, Argentina, and Chile, and putting contemporary insurgent actions in dialogue with their historical precedents, the book demonstrates how, even in moments of extreme duress, social actors in Latin America have taken up public and virtual space to intervene politically and to contest dominant powers.

As a consequence, theories and models have been developed which are aimed at conceptualising this new reality along the lines of an ‘institutionalised’ World Culture. This offers a new understanding of the worldwide diffusion of specifically modern – i.e. mainly Western – rules, ideologies and organisational patterns, and of attendant harmonisation and standardisation of fields of social action. World Culture theories have not gone unchallenged. Rather, cross-cultural studies have revealed much more complex processes of regional fragmentation and (re-)diversification; of the refraction, appropriation, and hybridisation, through distinct socio-cultural conditioning, of world-level models and ideas; and of the ongoing effectiveness both of structural path-dependencies and of specifically cultural aspects such as collective memories, social meanings, and religious (or ideological) belief systems. Comparative research has thus highlighted an intricate simultaneity of contrary currents: of the increasing world-level interconnection of communication and exchange relations on the one hand, and, on the other, the persistence of context-specific interpretations, translations, and deviation-generating re-contextualisations of world-level forces and challenges. This research provides the theoretical problematique that animates this volume. The chapters explore the conceptual tools and explanatory power of theories and models which do not just oppose or reject World Culture theory, but are instead suited to complementing and differentiating it. The volume offers an enlightening conceptualisation of the intricate interaction of global processes with local agency, and of world-level forces with the self-evolutionary potentials inherent in specific contexts, socio-cultural structures, and distinctive meanings constellations. However, the current regulation remains quite blind to the so called "transnational heritage". This is heritage where there is no community recognized in law that it can be directly attributed to and that can be responsible for its safekeeping and preservation. It can also be items of heritage where the claim of ownership is disputed between two or more peoples or communities. Transnational heritage challenges the idea of monolithic, mono-cultural, ethno-national states. There are a number of examples of such cultural heritage, for instance the Buddhist Bamiyan statutes in Afghanistan, Palmyra in Syria, the Jewish heritage of Iraq, or various items that are currently housed in large, often Western, museums, as a result of colonial practices. This book explores the regulation of transnational heritage. By discussing many cases of transnational heritage and the problems that arise due to the lack of regulation the book analyses the manifestations of memories and constructions of communities through heritage. It focuses particularly on the concept of community. How are communities constructed in cultural heritage law and what falls outside of the definitions of community? The book underlines that the issues surrounding transnational heritage involve more than a communal right to culture. It is argued that transnational heritage also directly affects wider matters of law such as citizenship, human rights, sovereignty, as well as the movement of people and cultural goods.

Book excerpt: Analyzing the modernist art movement that arose in Cairo and Alexandria from the late nineteenth century through the 1960s, Alex Dika Seggerman reveals how the visual arts were part of a multifaceted transnational modernism. While the work of diverse, major Egyptian artists during this era may have appeared to be secular, she argues, it reflected the subtle but essential inflection of Islam, as a faith, history, and lived experience, in the overarching development of Middle Eastern modernity. Challenging typical views of modernism in art history as solely Euro-American, and expanding the conventional periodization of Islamic art history, Seggerman theorizes a "constellational modernism" for the emerging field of global modernism. Rather than seeing modernism in a generalized, hyperconnected network, she finds that art and artists circulated in distinct constellations that encompassed finite local and transnational relations. Such constellations, which could engage visual systems both along and beyond the Nile, from Los Angeles to Delhi, were materialized in visual culture that ranged from oil paintings and sculpture to photography and prints. Based on extensive research in Egypt, Europe, and the United States, this richly illustrated book poses a compelling argument for the importance of Muslim networks to global modernism.

The term Dominant Language Constellation denotes the set of a person’s or group's most expedient languages, functioning as an entire unit and enabling an individual or group to meet their needs in a multilingual environment. The volume presents pioneering contributions that employ DLC as the lens for analysing a wide array of issues. These include multilingual syntactic development, cross-linguistic interaction and multilingual production in formal and informal educational contexts, as well as linguistic profiles of multilingual groups used in elementary school and higher education. Other DLC issues include discussions of how identity, emotions and attitudes operate in various minority and majority contexts. Because the DLC concept does not assume any inherent hierarchy of languages it can serve as a framework public policy in multilingual countries/communities faced with challenging policy determinations regarding choice of languages for use in education settings and more widely in social institutions and the economy.
