Book excerpt: Forest and grassland ecosystems in the United States play a critical role in the global carbon cycle, and land management activities influence their ability to absorb and sequester carbon. These ecosystems provide a critical regulating function, offsetting about 12 to 19 percent of the Nations annual greenhouse gas emissions. Forests and grasslands are managed for many different objectives and a variety of goods and services, including clean water, clean air, biodiversity, wood products, wildlife habitat, food, recreation, and carbon sequestration. Although carbon may be of interest in developing management plans and options, it may not be a primary management objective. The amount of carbon absorbed by, and stored within, a particular ecosystem can be affected by many factors related to land management, including land-use change, management activities, disturbance, the use of harvested wood, and climate. The long-term capacity of forest ecosystems to absorb and sequester carbon depends in large part on their health, productivity, resilience, and ability to adapt to changing conditions. This report describes the role of forest and grassland ecosystems in the carbon cycle and provides information for considering carbon as one of many objectives for land management activities.

Forests and grasslands worldwide play a critical role in storing carbon and sequestering greenhouse gases from the atmosphere. The U.S. Forest Service, which manages 193 million acres of forests and grasslands, emphasizes the need for management to consider carbon stewardship in conjunction with other sustainable land management goals. This course aims to provide a broad background for public and private land managers who are interested in how ecosystems store and release carbon, how management can affect carbon storage and release, and how carbon can be considered in the context of other management objectives. Experts in the subject matter prepared each presentation and each talk was reviewed by a group of scientists and managers to help improve the clarity and content of the final recording. The DVD includes fifteen presentations, accompanied by references and links, and a set of quizzes on the material. Book excerpt: To achieve goals for climate and economic growth, "negative emissions technologies" (NETs) that remove and sequester carbon dioxide from the air will need to play a significant role in mitigating climate change. Unlike carbon capture and storage technologies that remove carbon dioxide emissions directly from large point sources such as coal power plants, NETs remove carbon dioxide directly from the atmosphere or enhance natural carbon sinks. Storing the carbon dioxide from NETs has the same impact on the atmosphere and climate as simultaneously preventing an equal amount of carbon dioxide from being emitted. Recent analyses found that deploying NETs may be less expensive and less disruptive than reducing some emissions, such as a substantial portion of agricultural and land-use emissions and some transportation emissions. In 2015, the National Academies published Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration, which described and initially assessed NETs and sequestration technologies. This report acknowledged the relative paucity of research on NETs and recommended development of a research agenda that covers all aspects of NETs from fundamental science to full-scale deployment. To address this need, Negative Emissions Technologies and Reliable Sequestration: A Research Agenda assesses the benefits, risks, and "sustainable scale potential" for NETs and sequestration. This report also defines the essential components of a research and development program, including its estimated costs and potential impact.

This report is the first in a series that examines the role of natural forests in the storage of carbon, the impacts of human land use activities, and the implications for climate change policy nationally and internationally. REDD ("reducing emissions from deforestation and degradation") is now part of the agenda for the "Bali Action Plan" being debated in the lead-up to the Copenhagen climate change conference in 2009. Currently, international rules are blind to the colour of carbon so that the green carbon in natural forests is not recognized, resulting in perverse outcomes including ongoing deforestation and forest degradation, and the conversion of extensive areas of land to industrial plantations. This report examines REDD policy from a green carbon scientific perspective. Subsequent reports will focus on issues concerning the carbon sequestration potential of commercially logged natural forests, methods for monitoring REDD, and the long term implications of forest policy and management for the global carbon cycle and climate change.

This publication summarizes potential technical measures to increase carbon sequestration and reduce the intensity of greenhouse gas emissions from grassland-based animal husbandry. Carbon finance may help provide an incentive for some mitigation activities such as restoring degraded grasslands and increasing the efficiency of forage utilization.
