Amselle analyzes France's relationship to Egypt, Algeria, and Senegal to show how ideas about difference and assimilation played out in French colonial policies and how these same tensions continue to be problematic as France grapples with cultural pluralism.Amselle's book has timely and wide-ranging implications. Arguing against the "liberal communitarian state" as it exists in the United States, Amselle contends that an overemphasis on difference can lead to what he calls "affirmative exclusion"--the flip side of affirmative action. The recognition of a multiplicity of ethnic groups in France, he asserts, creates an environment that fosters racism. In this entertaining book, written in dialogue form, Daniel Bell fills this gap, presenting and defending a distinctively communitarian theory against the objections of a liberal critic. In a Paris cafe Anne, a strong supporter of communitarian ideals, and Philip, her querulous critic, debate the issues. Drawing on the works of such thinkers as Charles Taylor, Michael Sandel, and Alasdair MacIntyre, Anne attacks liberalism's individualistic view of the person by pointing to our social embeddedness. She then develops Michael Walzer's idea that political thinking involves the interpretation of shared meanings emerging from the political life of a community, and rebuts Philip's criticism that this approach damages her case by being conservative and relativistic. She goes on to develop a justification of communal life and to answer the criticism that communitarians lack an alternative moral and political vision. The book ends with two later discussions, by Will Kymlicka and Daniel Bell, in which Anne and another friend, Louise, argue about the merits of the book's earlier debate and put it in perspective. Daniel Bell's book is a provocative defence of a distinctively communitarian theory which will stimulate interest and debate among both students of political theory and those approaching the subject for the first time.

Book excerpt: Derived from Thomas Nagel's Locke Lectures, Equality and Partiality proposes a nonutopian account of political legitimacy, based on the need to accommodate both personal and impersonal motives in any credible moral theory, and therefore in any political theory with a moral foundation. Within each individual, Nagel believes, there is a division between two standpoints, the personal and the impersonal. Without the impersonal standpoint, there would be no morality, only the clash, compromise, and occasional convergence of individual perspectives. It is because a human being does not occupy only his own point of view that each of us is susceptible to the claims of others through private and public morality. Political systems, to be legitimate, must achieve an integration of these two standpoints within the individual. These ideas are applied to specific problems such as social and economic inequality, toleration, international justice, and the public support of culture. Nagel points to the problem of balancing equality and partiality as the most important issue with which political theorists are now faced.
