Book excerpt: Excerpt from Considerations on the Present State of Affairs in Europe: And Particularly With Regard to the Number of Forces in the Pay of Great Britain Foreigners, beyond what was usual in Time of Peace, was a wife, just, and necessary Measure, in consequence of Treaties made for the Interest of Great Britain, and the Preservation of the Peace and Balance of Europe, independent of any other Interest and Consideration whatsoever. In order to put this Matter in a true Light, I shall first take a short View of the State of Affairs that occasioned the making of those Treaties, and the Augmentation of Forces in consequence of them. That the Treaty of Vienna, concluded between the Emperour and Spain in May 1725, was the only Source and Foundation of all the Troubles that have diffracted Europe for some Years past, must be allowed by all; and there is as little Reason to doubt, but that the Design of laying a Foundation for a formidable Power in Europe, by the Union of the two Families, was the chief Motive that induced those Powers to make and support, if possible, this Treaty, preferable to all other Views, and at the Hazard of all other Events.
