Excerpt: ... nearly equal amount of these would be returned upon them, and that the real amount of those in actual circulation should not be estimated at more than fifty-three and a half millions of dollars. We have however adopted throughout the usual mode of computation. If to the amount of notes we add the deposits, we will have a total of either one hundred and eighteen, or one hundred and nine millions, according to each of those two modes of computing, for the circulation of all the banks. This is sustained by a sum of twenty-two millions in specie, which makes no part of the circulation. There are no means of ascertaining correctly the portion which consists of the precious metals. The silver coinage of England forms nearly one-seventh part of the whole circulation of that country. At that rate, that of the United States, allowing for the various considerations which may affect the question, cannot be estimated at more than ten millions. It is well known, that gold has been altogether excluded by the mint regulations. We have therefore the following results, according to the view of the subject, which may be adopted: Gross amount of notes issued, $62,500,000 Silver coins, 10,000,000 Usual mode of computing, 1, .... 72,500,000 And if deposits are included, 55,500,000 2, .... 128,000,000 But if the bank notes of other banks on hand are deducted, the notes in circulation will be-$53,500,000 Silver, 10,000,000 3, 63,500,000 And if deposits are included, 55,500,000 4 119,000,000 Which last appears to us the most correct mode of computation. Although we have freely expressed our opinion, that, taking into consideration all the circumstances which belong to the subject, it might have been preferable in the United States to have had nothing but a.

Book excerpt: Excerpt from History of the National-Bank Currency It should be noticed, to begin with, that the founders of the present national-bank note system frankly recog nized and avowed other purposes than the simple purpose of establishing a sound and elastic currency. They had in view two special considerations, each of which was of greater immediate importance in 1864 than elasticity in the currency, but neither of which is of vital importance at the present day. The two foremost problems of the Administration in 1864 were, first, to finance the civil war; second, to provide for the future cementing of the union of the States. This explains why, advocating in his report of 1862 a system of bank-note currency secured by government bonds, the Secretary of the Treasury set forth, as the chief advantages of such a system, that the negotiation of bond issues by the Government would be greatly facilitated; that it is not easy to appreciate the full advantages of such conditions to a government obliged to borrow; that it would reconcile, as far as practicable, the interests of existing institutions with those of the whole people; and that it would provide a firm anchorage to the union of the States. Book excerpt: Excerpt from The Reform of the Currency Hence the national banks were bound to exercise some con trol over the business and especially the' issues of the local banks. Both of them did exercise such control. The means employed by both banks were identical, consisting, as Gallatin says, in receiving the notes of all those which are solvent, and requiring payment from time to time without suffering the bal anecs due by any to become too large. To do this the banks of the United States had to be creditors of the state banks. This they were enabled to be, first, because they received the government revenues as the depositaries of the goverment, and second, because of their possession of branches. As deposit aries of the government they received immense quantities of state bank paper. These were then presented to the state banks for payment. In case control was exercised by a branch, it was done by issuing the notes of the branch in the neighborhood of a state bank, and receiving state bank notes on deposit for these issues. The branch then presented the state bank notes to the issuing bank for redemption. In both cases, the state bank pos sessed no means of obtaining branch bank notes to anything like the amount necessary to act as a set-off to its own issues. The state banks were not receivers of the revenue, and they could not get possession of any considerable quantity of branch bank notes because these served as an excellent means of re mittance for individuals who wished to forward funds to other parts of the country. Persons holding state bank notes were always willing to exchange them for paper of the bank of the United States, while nobody wished to exchange notes of the United States bank for state bank notes.
