Book excerpt: John Stuart Mill (1806-1873), a British philosopher, political economist, civil servant and Member of Parliament, was an influential liberal thinker of the 19th century. He was an advocate of utilitarianism, the ethical theory of his godfather, Jeremy Bentham, but his conception of it was very different from that of Bentham. His father's History of India was published in 1818; immediately thereafter, about the age of twelve, Mill began a thorough study of the scholastic logic, at the same time reading Aristotle's logical treatises in the original language. A contemporary record of his studies from eight to thirteen is published in Bain's sketch of his life. It suggests that his autobiography rather understates the amount of work done. His works include Essays on Some Unsettled Questions of Political Economy (1844), Thoughts on Parliamentary Reform (1859), Auguste Comte and Positivism (1865), Considerations on Representative Government (1861), The Contest in America (1862), and Utilitarianism (1863).

Elman offers a much-needed synthesis of early Chinese science during the Jesuit period (1600-1800) and the modern sciences as they evolved in China under Protestant influence (1840s-1900). By 1600 Europe was ahead of Asia in producing basic machines, such as clocks, levers, and pulleys, that would be necessary for the mechanization of agriculture and industry. In the seventeenth and eighteenth centuries, Elman shows, Europeans still sought from the Chinese their secrets of producing silk, fine textiles, and porcelain, as well as large-scale tea cultivation. Chinese literati borrowed in turn new algebraic notations of Hindu-Arabic origin, Tychonic cosmology, Euclidian geometry, and various computational advances. Since the middle of the nineteenth century, imperial reformers, early Republicans, Guomindang party cadres, and Chinese Communists have all prioritized science and technology. In this book, Elman gives a nuanced account of the ways in which native Chinese science evolved over four centuries, under the influence of both Jesuit and Protestant missionaries. In the end, he argues, the Chinese produced modern science on their own terms.

Book excerpt: In the eighteenth century, audiences in Great Britain understood the term ‘slavery’ to refer to a range of physical and metaphysical conditions beyond the transatlantic slave trade. Literary representations of slavery encompassed tales of Barbary captivity, the ‘exotic’ slaving practices of the Ottoman Empire, the political enslavement practiced by government or church, and even the harsh life of servants under a cruel master. Arguing that literary and cultural studies have focused too narrowly on slavery as a term that refers almost exclusively to the race-based chattel enslavement of sub-Saharan Africans transported to the New World, the contributors suggest that these analyses foreclose deeper discussion of other associations of the term. They suggest that the term slavery became a powerful rhetorical device for helping British audiences gain a new perspective on their own position with respect to their government and the global sphere. Far from eliding the real and important differences between slave systems operating in the Atlantic world, this collection is a starting point for understanding how slavery as a concept came to encompass many forms of unfree labor and metaphorical bondage precisely because of the power of association.

Deposits of water ice exist at the Moon's poles. Discoveries on the surface of Mars point to an early warm wet climate, and perhaps conditions under which life could have emerged. Liquid methane rain falls on Saturn's moon Titan, creating rivers, lakes, and geologic landscapes with uncanny resemblances to Earth's. Vision and Voyages for Planetary Science in the Decade 2013-2022 surveys the current state of knowledge of the solar system and recommends a suite of planetary science flagship missions for the decade 2013-2022 that could provide a steady stream of important new discoveries about the solar system. Research priorities defined in the report were selected through a rigorous review that included input from five expert panels. NASA's highest priority large mission should be the Mars Astrobiology Explorer Cacher (MAX-C), a mission to Mars that could help determine whether the planet ever supported life and could also help answer questions about its geologic and climatic history. Other projects should include a mission to Jupiter's icy moon Europa and its subsurface ocean, and the Uranus Orbiter and Probe mission to investigate that planet's interior structure, atmosphere, and composition. For medium-size missions, Vision and Voyages for Planetary Science in the Decade 2013-2022 recommends that NASA select two new missions to be included in its New Frontiers program, which explores the solar system with frequent, mid-size spacecraft missions. If NASA cannot stay within budget for any of these proposed flagship projects, it should focus on smaller, less expensive missions first. Vision and Voyages for Planetary Science in the Decade 2013-2022 suggests that the National Science Foundation expand its funding for existing laboratories and establish new facilities as needed. It also recommends that the program enlist the participation of international partners. This report is a vital resource for government agencies supporting space science, the planetary science community, and the public.
