The size, composition, positioning, and political and geographical factors that affect the employment of an operational reserve are discussed. Historical experiences in World War II and current doctrine are considered in the analysis of the operational commander's reserve force. The study indicates that the current force structure of the U.S. Army and ability to deploy forces to a theater directly affect the employment of an operational-level reserve. Moreover, the operational commander's ability to affect the battle is directly linked to an operational reserve that can maneuver to achieve the desired operational objectives. The size and composition of the operational reserve are less important than the fact an operational reserve is constituted. The study concludes that an operational reserve is critical to insure the success of operations and campaigns in a theater or operation. Suggestions are offered for the organization and employment of the operational reserve force.

Given the more limited capabilities of large reserve component units, and their subsequent effect on the capabilities of the force as a whole, the operational commander may need to consider modifications to his campaign plan. The nation activates the strategic reserve in times of national crisis and only as a last resort. After over a decade of combat operations, however, there is a desire by the US Department of Defense (DOD) to maintain an operational reserve that can augment and lead global missions in continued support of US interests as demonstrated in recent contingency operations. An operational reserve is one that is resourced, trained, ready, and is used on a continual basis. With contingency operation deployments declining and austerity measures impacting the military, how can the nation continue to use our Reserve forces on a continual basis to maintain them as an operational reserve? The intent of this paper is to provide approaches for use of the Reserves on a continuing basis in order to meet the intent of DOD senior leaders; better enable DOD organizations and missions; and maintain a viable reserve force for the nation in conflict and peace.

Book excerpt: DOD has made progress capturing employment information on its reservists since August 2005, but several challenges remain. In August 2004, DOD changed employer reporting by reservists from voluntary to mandatory. The number of reservists reporting employer information to DOD increased from 60 percent in August 2005 to about 77 percent in August 2006. However, we found that reservists have not fully reported civilian employment information, reported employment data are not necessarily current, and DOD s employer verification process is not adequate. Complete and current civilian employer information is important to DOD for several reasons, including its ability to provide sufficient outreach to employers. In August 2004, DOD established a 95 percent goal for reporting employment information for the Selected Reserve and a 75 percent reporting goal for the Individual Ready Reserve and Inactive National Guard. As of August 2006, about 91 percent of Selected Reserve members had reported this information, whereas only 30 percent of Individual Ready Reserve or Inactive National Guard Members with good addresses had complied. Currently, the Army Reserve has met the Selected Reserve reporting goal and the Army National Guard has met the Inactive National Guard reporting goal and nearly met the Selected Reserve goal, while the other reserve components have met neither goal. Moreover, DOD does not have specific time frames for when reserve components are to achieve their reporting goals, and has not directed the service components to take actions to assure compliance. In addition, the DOD instructions requires reservists to update their employment information when changes occur; however, during focus groups we found that reservists generally were not aware of the need to update employer information when employers changed.

Book excerpt: This study examines what the key issues are governing the creation and employment of operational reserves by AFCENT in its defense against a no or short notice Warsaw Pact attack. The theoretical notion of operational reserves as discussed by Clausewitz and the use of operational reserves as presented by FM 100-5 provide the background for an historical analysis of how operational reserves were used in three World War II defensive campaigns. From this historical analysis, implications for AFCENT are drawn. The primary conclusion of this study is that for AFCENT, the costs of creating a large operational reserve at the expense of its subordinate commands exceed the benefits. In fact, the concept of a reserve at the operational level appears to be fundamentally different than the concept of a reserve at the tactical level. A combination of several factors, some of the more critical of which are terrain, the political guideline of forward defense, and a defense organized around somewhat disparate national corps does not lend itself to the employment of large centrally controlled operational reserves. AFCENT should not attempt to maintain operational flexibility through the use of a large operational reserve. Rather, it should maintain its flexibility through the proper sequencing of engagements and battles, the acceptance of risk, and the allocation of critical resources such as air, logistics, and reinforcements.

What has been called the "Abrams Doctrine" and the Total Force initiatives over the last three decades have institutionalized the concept of an "operational" Army Reserve, but the ramifications of this concept are only now being realized during an extended period of mobilization and support to "The Long War." Little effort has been put into examining how the Army Reserve has "transmitted" this significant transformation throughout the force; and its impact on personnel, structure and overall organizational health. The intent of this paper is to analyze the transformation of the Army Reserve from a strategic to an operational force and how this change is being embedded/reinforced in the institution; examine current issues and trends in recruiting, retention, and morale; to provide the Army Reserve leadership an understanding of the long term implications and impact of one of the most significant transformations in Army Reserve history.

Book excerpt: The Army National Guard (ARNG) and the United States Army Reserve (USAR) are an integral element of the total force and employed as an Operational force since Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF), while resourced as a Strategic reserve. The current level of foreign and domestic operational demands exceed the available supply of Active Component forces and these demands will not decrease in the foreseeable future. In order to sufficiently meet the current and future operational demands, the Department of Defense (DoD) and the Department of the Army (DA) must transform the ARNG and USAR from a Strategic reserve to an Operational Reserve. This transformation requires fundamental reforms in Reserve Components (RC) homeland defense/homeland security roles and missions; personnel management systems, equipping and training policies, family and employer support policies, the organizations and structures used to manage the RC, and funding. The Department of the Army, the ARNG, and the USAR all fundamentally agree on the general definition of an Operational Reserve. However, there is not a consensus on the detailed objectives and metrics necessary to achieve the desired end state. This is one of several issues currently impeding progress in achieving this objective. The Department of the Army, the ARNG, and the USAR collectively must clearly define the specific attributes of an Operational Reserve to include the appropriate employment, support policies and resources. This paper will examine the work that DA has completed thus far. It will identify the strengths and weaknesses of the work as well as outline some detailed measurable attributes of an Operational Reserve. It will conclude with some specific changes DA must implement to the process and process oversight structure to achieve these objectives.
