Book excerpt: Can a nation accept limits in an arms competition? James H. Lebovic explores the logic of seeking peace in an arms race. Flawed Logics offers a compelling intellectual history of U.S.-Russian strategic nuclear arms control. Lebovic thoroughly reviews the critical role of ideas and assumptions in U.S. arms control debates, tying them to controversies over U.S. nuclear strategy from the birth of the atomic age to the present. Each nuclear arms treaty—from the Truman to the Obama administration—is assessed in depth and the positions of proponents and opponents are systematically presented, discussed, and critiqued. Lebovic concludes that the terms of these treaties with the Russians were never as good as U.S. proponents claimed nor as bad as opponents feared. The comprehensive analysis in Flawed Logics is objective and balanced, challenging the logic of hawks and doves, Democrats and Republicans, and theorists of all schools with equal vigor. Lebovic’s controversial argument will promote debate as to the very plausibility of arms control.

Available in PDF, EPUB and Kindle. Book excerpt: Russia's nuclear forces consist of both long-range, strategic systems-including intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs), and heavy bombers-and shorter- and medium-range delivery systems. Russia is modernizing its nuclear forces, replacing Soviet-era systems with new missiles, submarines and aircraft while developing new types of delivery systems. Although Russia's number of nuclear weapons has declined sharply since the end of Cold War, it retains a stockpile of thousands of warheads, with more than 1,500 warheads deployed on missiles and bombers capable of reaching U.S. territory. Doctrine and Deployment During the Cold War, the Soviet Union valued nuclear weapons for both their political and military attributes. While Moscow pledged that it would not be the first to use nuclear weapons in a conflict, many analysts and scholars believed the Soviet Union integrated nuclear weapons into its warfighting plans. After the Cold War, Russia did not retain the Soviet "no first use" policy, and it has revised its nuclear doctrine several times to respond to concerns about its security environment and the capabilities of its conventional forces. When combined with military exercises and Russian officials' public statements, this evolving doctrine seems to indicate that Russia has potentially placed a greater reliance on nuclear weapons and may threaten to use them during regional conflicts. This doctrine has led some U.S. analysts to conclude that Russia has adopted an "escalate to de-escalate" strategy, where it might threaten to use nuclear weapons if it were losing a conflict with a NATO member, in an effort to convince the United States and its NATO allies to withdraw from the conflict. Russian officials, along with some scholars and observers in the United States and Europe, dispute this interpretation; however, concerns about this doctrine have informed recommendations for changes in the U.S. nuclear posture. Russia's current modernization cycle for its nuclear forces began in the early 2000s and is likely to conclude in the 2020s. In addition, in March 2018, Russian President Vladimir Putin announced that Russia was developing new types of nuclear systems. While some see these weapons as a Russian attempt to achieve a measure of superiority over the United States, others note that they likely represent a Russian response to concerns about emerging U.S. missile defense capabilities. These new Russian systems include, among others, a heavy ICBM with the ability to carry multiple warheads, a hypersonic glide vehicle, an autonomous underwater vehicle, and a nuclear-powered cruise missile. The hypersonic glide vehicle, carried on an existing long-range ballistic missile, entered service in late 2019.

Book excerpt: Nuclear, biological and chemical weapons are designed to cause destruction on a vastly greater scale than any conventional weapons, with the potential to kill thousands in a single attack and with effects that may persist in the environment and in our bodies indefinitely. This report by the independent Weapons of Mass Destruction Commission, chaired by Dr Hans Blix, sets out 60 recommendations on how the world community, national governments and civil society should address this global challenge under the following headings: preventing the proliferation of nuclear weapons; preventing nuclear terrorism; reducing the threat and numbers of existing nuclear weapons; moving from regulating nuclear weapons to outlawing them; biological and toxin weapons; chemical weapons; weapons of mass destruction (WMD) delivery means, missile defences and weapons in space; export controls, international assistance and non-governmental actors; compliance, verification, enforcement and the role of the United Nations.

Book Russia and Arms Control

Download or read book Russia and Arms Control written by Stephen Blank and published by . This book was released on 2009 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: Russo-American relations are generally acknowledged to be at an impasse. Arms control issues feature prominently in that conflicted agenda. Since the outbreak of the Russo-Georgian war in August 2008, both [Russia and the U.S.] have further hardened positions and raised tensions apart from the war itself and Russia's quite evident refusal to abide by its own cease-fire terms. Nevertheless, and for better or worse, arms control and its agenda will remain at the heart of the bilateral Russo-American relationship for a long time. Arms control and disarmament issues are quintessentially political as well as military issues that are among the most critical components of the bilateral relationship and regional security in both Europe and Asia. For these reasons, neither the political nor the military aspect can be divorced from the other. And for these same reasons, we cannot refuse to participate in the bilateral effort to resolve those issues.

Book Tactical Nuclear Weapons and NATO

Download or read book Tactical Nuclear Weapons and NATO written by Douglas T. Stuart and published by . This book was released on 2012 with total page 552 pages. Available in PDF, EPUB and Kindle. Book excerpt: is understudied, both inside and outside of government. Tactical weapons, although less awesome than their strategic siblings, carry significant security and political risks, and they have not received the attention that is commensurate to their importance. Second, it is clear that whatever the future of these arms, the status quo is unacceptable. It is past the time for NATO to make more resolute decisions, find a coherent strategy, and formulate more definite plans about its nuclear status. Consequently, decisions about the role of nuclear weapons within the Alliance and the associated supporting analysis are fundamental to the future identity of NATO. At the Lisbon Summit in Portugal in November 2010, the Alliance agreed to conduct the Deterrence and Defense Posture Review (DDPR). This effort is designed to answer these difficult questions prior to the upcoming NATO Summit in May 2012.
