Book excerpt: Volume 1 HOUSE PRACTICE: A Guide to the Rules, Precedents, and Procedures of the House The compilation of the parliamentary precedents of the House is as important as any other function of the Office of the Parliamentarian. For each procedural decision made on the floor of the House, the Parliamentarian extracts the proceedings from the daily Congressional Record and writes a parliamentary syllabus. These ''headnotes'' must be precise, stating the real substance of the decision and its legal rationale in suitably narrow terms. To ensure a current digest of these matters, the Parliamentarian biennially publishes a House Rules and Manual. For the longer term, the Parliamentarian compiles the most salient precedents for formal, scholarly publication. These precedents presently fill 29 volumes comprising thousands of decisions over the 227 years of parliamentary practice in the House. They are published as Hinds' Precedents (1907); Cannon's Precedents (1936); and the precedents of the House authored by current and former Parliamentarians. To bridge the span between a digest of decisions and formally published precedents, the Parliamentarian also publishes this work as a condensed compilation of procedures of current application. The scope of this volume is thus limited. It is a summary review of selected precedents and not an exhaustive survey of all applicable rulings. The House Rules and Manual and the published volumes of precedents remain the primary sources for more comprehensive analysis and authoritative citation. Why buy a book you can download for free? Located outside the northwest corner of the Athenian Agora and dating to the second quarter of the 2nd century B.C., the well contained the remains of roughly 460 newborn infants, as well as a few older individuals. Also found in the well were the bones of over 150 dogs and an assortment of other animals, plus various artifacts, including an intriguing herm (treated here by Andrew Stewart) and an ivory chape. In addition to a thorough examination of the contents of the well, the authors provide a thoughtful analysis of the neighborhood in which the well was located and carefully compare the deposit with similar accumulations found elsewhere in the Mediterranean. The product of close cooperation between archaeological, palaeoanthropological, and faunal scholars, this interdisciplinary work will be of interest to a large audience across a variety of fields.

While updating and clarifying the 1968 SNA, the 1993 SNA provides the basis for improving compilation of national accounts statistics, promoting integration of economic and related statistics, and enhancing analysis of economic developments. The 1993 SNA deals more clearly with relationships between economic flows (such as production, income, savings, accumulation, and financing) and links between these flows and stocks. At the same time the 1993 SNA reflects the many significant developments that have taken place in financial markets and completes the integration of balance sheets into the system. The 1993 SNA also suggests how satellite accounts (e.g. environmental accounts) and alternative classifications (e.g., through social accounting matrices) an be used to augment the central framework of the system.
