Book excerpt: The Sulu-Sulawesi Marine Ecoregion (SSME), as the apex of the Coral Triangle, is considered the center of the center of marine biodiversity where the highest number of colorful reef and marine fishes, various sizes of corals and shells, myriad shapes of algae, and protective mangrove forests are found. The SSME's marine aquarium is not only a delightful lure for tourists but is also the source of food and a natural capital for livelihoods among coastal communities. To address threats to SSME's diversity and productivity, an ecoregion conservation plan was forged collaboratively by Indonesia, Malaysia, and the Philippines in 2004. As the management framework to address threats to its diversity and productivity, the SSME Ecoregion Conservation Plan has spurred the development of three comprehensive action plans for 2010-2012. These plans are implemented by the subcommittees on Migratory and Threatened Species, Marine Protected Areas and Networks, and Sustainable Fisheries, and guided by the SSME's Tri-National Committee. This publication includes business plans and cost estimates to implement the three action plans---providing useful guide on costs and activities for governments, prospective donors, and investors; valuable information from cost-benefit analyses; and lessons learned from past conservation efforts.

The establishment and management of transboundary marine protected areas therefore presents major governance challenges. This book analyses a series of marine transboundary conservation initiatives embedded in varying contextual situations to examine the underlying reasons for their success or failure. Utilising an adapted ‘pathways of influence’ framework, it provides insights into the development of marine transboundary conservation initiatives looking at the effectiveness of international rules, international norms and discourse, market forces and direct access to policy making. Examples come from a wide range of jurisdictions, including territorial seas, continental shelves, exclusive economic zones and areas beyond national jurisdiction. Case studies include initiatives in the Coral Triangle, West Africa, Central America, the Wadden Sea, the Red Sea and the Mediterranean Sea. This can create conflict and limit opportunities for regulated consumption of their goods and services, but also provide opportunities for joint multinational efforts that exceed single country capabilities. This book illustrates the diversity of transborder natural resources, the pressures that they experience or the opportunities that exist for multinational regulatory regimes, monitoring and enforcement. It presents ten case studies of transborder natural resources that are of interest to two or more neighboring countries, and that are subject to, or in need of bilateral or multinational coordinated management. The case studies include the exploitation of specific marine resources in international waters, rivers that travel through several countries and contiguous tropical forests across national borders, and where commodities, nature conservation or even territorial integrity are at stake. They are drawn from across the globe, including flood management in Western Europe, tropical forests in the Western Amazon, hydropower development in the Mekong region of South-east Asia, forest conservation in Central Africa and marine resource and fisheries exploitation in the waters of Japan, South-east Asia and Australia. Together the chapters provide a review of a wide range of transborder natural resource examples, and the diverse regulatory regimes that need to be devised to achieve successful management. The continuing decline of leatherbacks and loggerheads in particular illustrates the limitations of the current gradual and unilateral approach to conservation. Recovery requires instead a holistic solution that addresses all sources of mortality throughout the entire life history and habitat use of these transnational populations. Historically conservation efforts have focused on nesting sites to protect eggs and breeding females; mortality from coastal and highseas fisheries was not addressed. In the past five years, these recovery efforts have widened to include rigorously curtailing fishing and technological fixes that lower rates of incidental sea turtle deaths during fishing. Although each of these approaches shows promise, it has become increasingly clear that they alone will not recover severely depleted populations. Recognizing the urgency of the problem, this book presents ideas and case studies by conservation biologists, economists, marine life policy experts, fishing industry and fisheries professionals, management specialists, and development assistance researchers. It provides a new synthesis and blueprint for action that shifts the paradigm from piecemeal and unilateral conservation to a more holistic and multilateral approach to the recovery of Pacific sea turtle populations.
