Book excerpt: La caza, actividad ancestral, practicada a lo largo de los tiempos, unas veces por necesidad y otras como recreo, ha evolucionado, al igual que otros aspectos de la vida, hasta llegar a nuestros días, presentando actualmente una serie de circunstancias novedosas hasta ahora desconocidas. En esta obra abordamos la gestión cinegética desde una perspectiva técnica y jurídica, aunque también se haga una breve referencia introductoria a otras consideraciones relativas a aspectos éticos, económicos, sociales o antropológicos. Se muestra la necesidad de una adecuada ordenación y planificación de los recursos cinegéticos que permita un legítimo aprovechamiento racional de este recurso natural renovable, aplicando principios de sostenibilidad. Al mismo tiempo se estudia la conveniencia de practicar la caza con el propósito de salvaguardar los valores de nuestro patrimonio natural, de modo que su correcta gestión contribuya a la preservación de los ecosistemas. El ejercicio de la caza en las sociedades avanzadas, referidas en términos socioeconómicos, ha llegado a ser considerada innecesaria para parte de la sociedad, e incluso con la aceptación por determinados sectores de poseer connotaciones negativas, aunque esta percepción se hace desde una perspectiva ética más que técnica. No obstante, no se dispone de suficiente información sobre dicha opinión y el porcentaje de la población que la comparte. Sin embargo, al contrario, la actividad cinegética sigue siendo necesaria, tanto por la riqueza que genera, vinculada estrechamente al medio rural, como por el papel que juega en el equilibrio de las poblaciones silvestres y la conservación de la naturaleza. Desde la perspectiva jurídica se efectúa un análisis de los Convenios Internacionales, del Derecho de la Unión Europea, del Derecho español en esta materia y comparativamente con países de nuestro entorno. El propósito final es dar a conocer la realidad actual de esta materia y aportar ideas que propicien la necesaria adaptación de la legislación a la realidad actual, afrontando con determinación los nuevos retos que se nos presentan como la artificialización, la calidad cinegética, los desequilibrios poblacionales, etc. El objetivo último es contribuir en el desarrollo de un marco normativo más eficaz y con ello propiciar una mejor gestión de nuestro patrimonio natural en beneficio del medio ambiente y de la sociedad.

Book excerpt: Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.
