Book excerpt: Based on hypothetical responses originating from a large-scale survey among about 6,000 German households, this study investigates the discrepancy in willingness-to-pay (WTP) estimates for green electricity across single-binary-choice and open-ended valuation formats. Recognizing that respondents self-select into two groups distinguished by their belief in their answers' consequences for policy making, we employ a switching regression model that accounts for the potential endogeneity of respondents' belief in consequences and, hence, biases from sample selectivity. Contrasting with the received literature, we find WTP bids that tend to be higher among those respondents who obtained questions in the openended format, rather than single-binary-choice questions. This difference substantially shrinks, however, when focusing on individuals who perceive the survey as politically consequential.

''Green pricing'' programs attempt to capitalize on these preferences and on an expressed willingness to pay more for environmental protection. This report explores the utility option of green pricing as a method of aggregating public preferences for renewables. It summarizes national data on public preferences for renewables and willingness to pay (WTP) for electricity from renewable energy sources; examines utility market studies on WTP for renewables and green-pricing program features; critiques utility market research on green pricing; and discusses experiences with selected green-pricing programs. The report draws inferences for program design and future research. Given the limited experiences with the programs so far, the evidence suggests that programs in which customers pay a monthly premium for a specific renewable electricity product elicit a higher monthly financial commitment per customer than programs asking for contributions to unspecified future actions involving renewables. The experience with green-pricing programs is summarized and factors likely to affect customer participation are identified.

This paper analyzes retrofit choices by assembling a unique data set merging a nationwide household survey from Germany with regional data on wages and construction costs. To explore the influence of both heterogeneous preferences and correlation among the utility of alternatives, conditional, random parameters, and error components logit models are estimated that parameterize the influence of costs, energy savings, and household-level socioeconomic attributes on the likelihood of undertaking one of 16 renovation options. We use the model coefficients to derive household-specific marginal willingness-to-pay estimates, and with these assess the extent to which free-ridership may undermine the effectiveness of recently implemented programs that subsidize the costs of retrofits.
