Book excerpt: For decades, U.S. higher education enrollments have been stratified with students from wealthier households consistently attending postsecondary institutions at higher rates than low-income students. The disparity in postsecondary participation rates by family income is a systemic issue (M. J. Bailey & Dynarski, 2011), meaning the phenomenon is the result of a combination of factors within society rather than one factor alone. Guided by a critical theory perspective and the assumptions behind Perna’s (2006) proposed conceptual model for student college choice research, the current study sought to examine the extent to which policies and practices at the postsecondary institution level may be contributing to the inequity in higher education enrollments by family income. Based upon theory and findings from prior research, the presumed causal effects of tuition costs, student financial aid, selectivity, and proximity on the average amount of enrolled undergraduate students’ aggregate capital (i.e., cumulative available resources) was constructed in one hypothesized structural model. Four-year, public postsecondary institutions were the unit of analysis. The purpose of the current study was to test the hypothesized structural model. Using data from the 2011-12 National Postsecondary Student Aid Study, student-level data were combined by postsecondary institution to establish a final sample of N = 330 (rounded to the nearest ten) four-year, public postsecondary institutions. Structural equation modeling (SEM) was performed to (a) assess the overall fit of the hypothesized structural model to the sample data; (b) determine the amount of variance in the average amount of enrolled undergraduate students’ aggregate capital that could be explained by the hypothesized structural model; and (c) identify the direct, indirect, and total effects among the variables included in the hypothesized structural model. Though a confirmatory SEM analysis indicated the hypothesized structural model was a poor fit to the data, respecifications to the model via exploratory SEM analyses revealed a modified hypothesized structural model that was, provisionally, considered a good fit to the data. Findings from this study supported the assumption that the majority of the policies and practices included in the hypothesized structural model, including non-need-based (merit-based) gift aid awards funded by state governments and postsecondary institutions, are positively related to the average amount of enrolled undergraduate students’ aggregate capital and, therefore, may be creating barriers to enrollment for low-income students. To foster low-income student enrollment, college administrators at four-year, public postsecondary institutions are encouraged to reduce tuition increases and incorporate financial need as a criterion for institutional gift aid awards. In addition, for leaders at non-selective institutions, focusing recruitment efforts on students who reside within close proximity to their institutions is recommended. Recommendations for future research include validating the modified hypothesized structural model, examining other models, and continued investigations of the measurement of the multidimensional construct, aggregate capital.

Book excerpt: With support from the Bill and Melinda Gates Foundation, the National Center for Higher Education Management Systems (NCHEMS) is engaged in a two year project centered on state policies that foster student progression and success in the "adult re-entry pipeline." The adult re-entry pipeline consists of the many alternative pathways to obtain a postsecondary credential for individuals who did not complete high school and immediately go on to successful college-level study. Prominent components of this population include those young adults (aged 25-34) who never finished high school, those who began postsecondary study but for various reasons did not finish, and those who never enrolled in postsecondary study. Established state policies targeted at access and success are centered largely on the traditional path to college. This path focuses on 18-year-old high school graduates who enter postsecondary study within eight or nine months after earning a high school diploma. Prominent among these policies are college awareness and access programs, targeted financial aid, "bridge" programs such as early college high schools, and college-skills development programs. In a growing number of states, such policies are aligned and coordinated in the context of an intentional "P-16" strategy for improving student success. In contrast, state policies aimed at promoting student success in the adult re-entry pipeline tend to be fragmentary and not systematically aligned. Probably more important from a national perspective, they are not well documented or are unknown altogether. The purpose of this report is to attempt to fill this void by presenting results of a fifty-state inventory of state policies and practices designed to foster greater entry into and flow through the state re-entry pipeline. After a brief discussion of how the survey was conducted, major sections of the report examine the scope and definition of responsibility for this function, fiscal and financial policies and practices, programmatic policies and practices, and policies and practices related to information dissemination and access. Appended are: (1) Letter (2) Inventory on State Policies and Practices Affecting Young Adult Attainment Project on the Adult Re-Entry Pipeline Supported by the Bill and Melinda Gates Foundation; and (3) State reports. Book excerpt: Education policy researchers have long sought to understand how various inputs of the education production function contribute to educational success, especially for those traditionally underserved populations. In three stand-alone essays (chapters), this dissertation will examine three such inputs of the education production function using quasi-experimental research methods. Chapter One uses Current Population Survey data for 1996--2016 and relies on difference-in-difference model specifications to estimate the effect of tuition subsidy policies on educational attainment and labor supply for Latino foreign-born noncitizens (FBNC) (i.e. proxy for undocumented youth) in high school. Primary findings show that eligibility for tuition subsidies lower Latino FBNC dropout rates, while providing access to state financial aid programs lowers dropout rates and increases labor supply. For tuition subsidy bans, however, I find some suggestive evidence of increasing dropout rates immediately following policy adoption. Implications of these findings suggest that signals from tuition subsidy policies do influence educational attainment and labor supply outcomes for those likely to be undocumented youth. Chapter Two uses data from a top-100 private, nonprofit college for 2005--2014 and relies on as-good-as-random assignment mechanisms to estimate the effect of professional academic advisor biological sex on early outcomes regarding academic performance (i.e., GPA and earned credit accumulation) and educational planning (i.e. changing majors and persistence). Primary findings show that cross-sex student-advisor matches affect male and female students differently; female students experience better academic performance (e.g. cumulative GPA), while male students change educational plans at lower rates. Implications from these findings suggest that colleges should ensure males and females are represented in advising services. Finally, Chapter Three uses Texas Education Agency data for 2003--2010 and relies on a synthetic control method to estimate the impact of a large worksite enforcement operation (LWEO) on academic performance for young children in a targeted community. Primary findings show the LWEO lowered proficiency rates on reading and math standardized tests for third grade children, and there is some evidence to suggest absenteeism drive effects. Implications from these findings suggest a need for revised immigration law enforcement strategies that both meets our immigration policy goals and minimizes harms inflicted on children.
