Various national and regional settings are analyzed along the old East-West divide. In post-Cold War Europe the East-West divide no longer exists in the form of the clear-cut Iron Curtain, separating two security blocs, two politico-economic systems, and two ideologically and culturally distinct worlds. Still, it remains clearly discernible, both in the form of unrelenting politico-cultural differences and as an economic Golden Curtain. At the same time, a more complicated system of intersecting political, economic and mental borders keeps developing. Today, there are various scales of interaction, which produce distinctive national, regional and local experiences of borders. In this book, the construction of new political, economic and mental borders is analysed by specialists from both sides of the former East-West divide. The future of European borders is discussed in various national and regional settings, from the Barents Region in the North to the Old Habsburgian lands in ‘Mitteleuropa’.

Available in PDF, EPUB and Kindle. Book excerpt: Transport infrastructure plays an important role in regional development and in ensuring territorial cohesion of the European Union (EU). Unfortunately, border regions, frequently peripheral, suffer from underdeveloped transport infrastructure and its unsatisfactory maintenance. Among the reasons for this are inadequate national policy frameworks, which include lack of cross-border-oriented regulations governing cross-border activities, divergence of provisions in existing legal frameworks, insufficient cooperation and coordination and lack of human and institutional capacities on both sides of the border. This case study is aimed at showing how these barriers hinder the development and maintenance of local, regional and cross-border transport infrastructures in the German-Polish border region. Discrepancies in regulations related to technical requirements, signalling and safety systems, public procurement, construction law, environmental protection and taxes cause a number of issues. These include: inconsistencies and limited interoperability of developed transport connections; the need for duplicative permits, licenses and procedures; and additional effort in tax settlements. The difficulties for the development of transport infrastructure in border regions lead to a limited cross-border mobility and trade, as well as to sub-optimal access to labour market and education. All together this decreases growth and reduces the attractiveness of the border regions. However, these effects have not been quantified for the DE-PL border up to now.

Book excerpt: The transformation of the Polish-German border from a carefully monitored border to an open border with no restrictions on the cross-border mobility of individuals was complete with Poland's full membership in the Schengen Agreement in the fall of 2007. Meanwhile, funding from the European Union since the early 1990s has been supporting the development of projects that require collaboration between Polish and German borderlanders. A chief mechanism for this has been the zoning of border regions into so-called euro-regions, zones of cross-border cooperation, that by financially supporting projects that require collaboration across the border encourage Polish and German organizations and towns in the border region to establish closer ties. In the summer and fall of 2007 during the final months of controls on the border, I interviewed Polish borderlanders living in the northwestern provinces of Lubuskie and Zachodniopomorskie to learn how successful these policies have been at reducing the divisive effect of the border between European member countries. Surveys and openended interviews were used to capture Polish borderlanders opinions on the changes in their cross border mobility, to learn about their awareness of euro-regions and to explore how they identify with the region. The findings of this study are meant to contribute to a better understanding of the early stages of European Union integration in Central Europe. Despite the delight borderlanders in my study expressed over the closing of custom checkpoints along the border, I found that linguistic and economic differences continue to influence individuals' decisions to cross the border and structure their interactions with German borderlanders. Although it has become relatively easy for borderlanders' to cross the border, most participants only cross the border once a year. And although the majority of borderlanders' in my study held positive views on cooperating with German communities across the border their actions appear to be driven by the perceived economic benefits of cross-border cooperation and not a sense of belonging in an multicultural European society.
