Book excerpt: Spatial econometrics can be defined in a narrow and in a broader sense. In a narrow sense it refers to methods and techniques for the analysis of regression models using data observed within discrete portions of space such as countries or regions. In a broader sense it is inclusive of the models and theoretical instruments of spatial statistics and spatial data analysis to analyze various economic effects such as externalities, interactions, spatial concentration and many others. Indeed, the reference methodology for spatial econometrics lies on the advances in spatial statistics where it is customary to distinguish between different typologies of data that can be encountered in empirical cases and that require different modelling strategies. A first distinction is between continuous spatial data and data observed on a discrete space. Continuous spatial data are very common in many scientific disciplines (such as physics and environmental sciences), but are still not currently considered in the spatial econometrics literature. Discrete spatial data can take the form of points, lines and polygons. Point data refer to the position of the single economic agent observed at an individual level. Lines in space take the form of interactions between two spatial locations such as flows of goods, individuals and information. Finally data observed within polygons can take the form of predefined irregular portions of space, usually administrative partitions such as countries, regions or counties within one country.

During the past 5000 years several eruptions have taken place on the three active central volcanoes – Sete Cidades, Fogo and Furnas – and in the basaltic fissure systems of Picos and Congro. There is evidence that Furnas was in eruption when the first settlers arrived some time between 1439 and 1443. In the sixteenth and seventeenth centuries there were two explosive sub-Plinian eruptions, Fogo in 1563 and Furnas in 1630. The last eruption on land occurred in the Picos Fissural Volcanic System in 1652, involving the extrusion of lava domes. In 22 chapters, this volume considers the volcanic geology of the island under the headings of geological setting, volcanic history, geological hazards and risk assessment, volcano monitoring and natural resources.

The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

It demonstrates the value of an integrated and interdisciplinary approach to help implement FLR focusing specifically on four issues: understanding the drivers of forest loss and degradation in the context of interdisciplinary responses for FLR; learning from related integrated approaches; governance issues related to FLR as an integrated process; and the management, creation and use of different sources of knowledge in FLR implementation. The emphasis is on recognising the need to take human and institutional factors into consideration, as well as the more obvious biophysical factors. A key aim is to advance and accelerate the practice of FLR, given its importance, particularly in a world facing increasing environmental challenges, notably from climate change. The first section of the book presents the issue from an analytical and problem-orientated viewpoint, while later sections focus on solutions. We are more likely to put on too much weight than to go hungry. We live in a society that is heading for a crash. We are aware of what is happening and yet we refuse to take it fully into account. Above all we refuse to address the issue that lies at the heart of our problems – namely, the fact that our societies are based on an economy whose only goal is growth for growth’s sake. Serge Latouche argues that we need to rethink from the very foundations the idea that our societies should be based on growth. He offers a radical alternative – a society of ‘de-growth’. De-growth is not the same thing as negative growth. We should be talking about ‘a-growth’, in the sense in which we speak of ‘a-theism’. And we do indeed have to abandon a faith or religion – that of the economy, progress and development—and reject the irrational and quasi-idolatrous cult of growth for growth’s sake. While many realize that that the never-ending pursuit of growth is incompatible with a finite planet, we have yet to come to terms with the implications of this – the need to produce less and consume less. But if we do not change course, we are heading for an ecological and human disaster. There is still time to imagine, quite calmly, a system based upon a different logic, and to plan for a ‘de-growth society’.
