In fifty years spanning the collapse of the Tokugawa shogunate and the rise of the Meiji nation-state, conscripts supplanted warriors as Japan’s principal arms-bearers. The most common version of this story suggests that the Meiji institution of compulsory military service was the foundation of Japan’s efforts to save itself from the imperial ambitions of the West and set the country on the path to great power status. Jaundrill argues, to the contrary, that the conscript army of the Meiji period was the culmination—and not the beginning—of a long process of experimentation with military organization and technology. Jaundrill traces the radical changes to Japanese military institutions, as well as the on-field consequences of military reforms in his accounts of the Boshin War (1868–1869) and the Satsuma Rebellions of 1877. He shows how pre-1868 developments laid the foundations for the army that would secure Japan’s Asian empire.

Book excerpt: Since the defeat of 1945 and the dissolution of the Imperial Army and Navy, Japan has pursued becoming a peaceful nation which ensures its sovereignty by relying on its all-voluntary Self-Defense Forces and the alliance with the United States. Conscription had long been one of the taboos in Japanese society, largely due to harsh experience of war and mandatory military service that had been imposed on the general public. However, following multiple international security incidents and disputes around Japan, people’s attitudes have changed drastically in recent years in such a way that they are willing to discuss defense issues more freely and openly than a few decades ago. In the aging and shrinking society, even conscription, or draft, may become one of the feasible options for effective defense of the nation. By comparing the history of military draft systems in the United States and South Korea, some pros and cons of mandatory military service are made clear. While there are advantages such as equality and positive personal development that can be useful in creating a better society, there are disadvantages that need to be addressed in order for the system of conscription to work effectively in Japan. Despite the fact that there are multiple challenges facing the revival if conscription, it can be of great benefit to the nation because it brings the Self-Defense Forces members and civilians closer, improving both the Japanese society and the armed forces organization.
