Book excerpt: Food sovereignty has been a fundamentally contested concept in global agrarian discourse over the last two decades, as a political project and campaign, an alternative, a social movement, and an analytical framework. It has inspired and mobilized diverse publics: workers, scholars and public intellectuals, farmers and peasant movements, NGOs, and human rights activists in the global North and South. The term ‘food sovereignty’ has become a challenging subject for social science research, and has been interpreted and reinterpreted in a variety of ways. It is broadly defined as the right of peoples to democratically control or determine the shape of their food system, and to produce sufficient and healthy food in culturally appropriate and ecologically sustainable ways in and near their territory. However, various theoretical issues remain: sovereignty at what scale and for whom? How are sovereignties contested? What is the relationship between food sovereignty and human rights frameworks? What might food sovereignty mean extended to a broader set of social relations in urban contexts? How do the principles of food sovereignty interact with local histories and contexts? This comprehensive volume examines what food sovereignty might mean, how it might be variously construed, and what policies it implies. This book was originally published as a special issue of the journal Globalizations.

Since the global food crisis of 2007-2008, a range of new issues have come to public attention, such as land grabbing, food prices volatility, agrofuels and climate change. Peasant social movements are trying to respond to these challenges by organizing from the local to the global to demand food sovereignty. As the transnational agrarian movement La Via Campesina celebrates its 20th anniversary, this book takes stock of the movement’s achievements and reflects on challenges for the future. It provides an in-depth analysis of the movement’s vision and strategies, and shows how it has contributed not only to the emergence of an alternative development paradigm but also of an alternative conception of human rights. The book assesses efforts to achieve the international recognition of new human rights for peasants at the international level, namely the 'right to food sovereignty' and 'peasants’ rights'. It explores why La Via Campesina was successful in mobilizing a human rights discourse in its struggle against neoliberalism, and also the limitations and potential pitfalls of using the human rights framework. The book shows that, to inject subversive potential in their rights-based claims rural social activists developed an alternative conception of rights, that is more plural, less statist, less individualistic, and more multi-cultural than dominant conceptions of human rights. Further, they deployed a combination of institutional (from above) and extrainstitutional (from below) strategies to demand new rights and reinforce grassroots mobilization through rights.

Book excerpt: In recent decades, the various strands of the food movement have made enormous strides in calling attention the many shortcomings and injustices of our food and agricultural system. Farmers, activists, scholars, and everyday citizens have also worked creatively to rebuild local food economies, advocate for food justice, and promote more sustainable, agroecological farming practices. However, the movement for fairer, healthier, and more autonomous food is continually blocked by one obstacle: land access. As long as land remains unaffordable and inaccessible to most people, we cannot truly transform the food system. The term land-grabbing is most commonly used to refer to the large-scale acquisition of agricultural land in Asian, African, or Latin American countries by foreign investors. However, land has and continues to be “grabbed” in North America, as well, through discrimination, real estate speculation, gentrification, financialization, extractive energy production, and tourism. This edited volume, with chapters from a wide range of activists and scholars, explores the history of land theft, dispossession, and consolidation in the United States. It also looks at alternative ways forward toward democratized, land justice, based on redistributive policies and cooperative ownership models. With prefaces from leaders in the food justice and family farming movements, the book opens with a look at the legacies of white-settler colonialism in the southwestern United States. From there, it moves into a collectively-authored section on Black Agrarianism, which details the long history of land dispossession among Black farmers in the southeastern US, as well as the creative acts of resistance they have used to acquire land and collectively farm it. The next section, on gender, explores structural and cultural discrimination against women landowners in the Midwest and also role of “womanism” in land-based struggles. Next, a section on the cross-border implications of land enclosures and consolidations includes a consideration of what land justice could mean for farm workers in the US, followed by an essay on the challenges facing young and aspiring farmers. Finally, the book explores the urban dimensions of land justice and their implications for locally-autonomous food systems, and lessons from previous struggles for democratized land access. Ultimately, the book makes the case that to move forward to a more equitable, just, sustainable, and sovereign agriculture system, the various strands of the food movement must come together for land justice.

Book excerpt: Tracking the relationship between the theory of press control and the realities of practicing daily press censorship prior to publication, this volume on the suppression of dissent in early modern Europe tackles a topic with many elusive and under-researched characteristics. Pre-publication censorship was common in absolutist regimes in Catholic and Protestant countries alike, but how effective it was in practice remains open to debate. The Netherlands and England, where critical content segued into outright lampoonery, were unusual for hard-wired press freedoms that arose, respectively, from a highly competitive publishing industry and highly decentralized political institutions. These nations remained extraordinary exceptions to a rule that, for example in France, did not end until the revolution of 1789. Here, the author’s European perspective provides a survey of the varying censorship regulations in European nations, as well as the shifting meanings of ‘freedom of the press’. The analysis opens up fascinating insights, afforded by careful reading of primary archival sources, into the reactions of censors confronted with manuscripts by authors seeking permission to publish. Tortarolo sets the opinions on censorship of well-known writers, including Voltaire and Montesquieu, alongside the commentary of anonymous censors, allowing us to revisit some common views of eighteenth-century history. How far did these writers, their reasoning stiffened by Enlightenment values, promote dissident views of absolutist monarchies in Europe, and what insights did governments gain from censors’ reports into the social tensions brewing under their rule?
