It also reviews intra-African trade and current African efforts to liberalize trade in the continent, examining how to unlock production capacity to meet local and global demands in strategic sectors, focusing on the automotive industry. The launch of the African Continental Free Trade Area (AfCFTA) on 1 January 2021 brings a new window of opportunity for Africa to ramp up its manufacturing sector. This report looks at two priority pathways to get there.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Drawing on detailed studies of different industries and countries, Local Clusters in Global Value Chains shows the co-evolutionary trajectories of clusters and GVCs, and the role of firms and their strategies in organizing manufacturing and innovation activities in the context of ongoing technological shifts. The book explores the tension between place-based variables and global drivers of change, and the possibility for territories containing such clusters to prosper in the new global scenario. By adopting insights from the GVC framework and management studies, the book discusses how the internationalization strategies of firms create opportunities as well as constraints for adaptive upgrading in clusters. This paper aims to test if deeper regional integration contributes to the organization of global value chains along the regional clusters including Asia, Europe, and America. We estimate the impacts of deep regional integrations on global value chains by region, investigating the implications of mega FTAs for global value chains by scenario. We use not only data on trade in value added but also global value chains participation indexes which reflect the global value chains better than domestic value added in goods and services exports. The estimation results reveal that a deep regional trade agreement has heterogeneous effects on global value chains depending on the regional clusters. In particular, Asia turns out to import more intermediate goods than Europe and America while RTA member countries tend to import more intermediate goods from Europe than Asia and America.

Book excerpt: This paper uses new data from the Asian Development Bank (ADB) and its partners, including the UN Economic Commission for Latin America and the Caribbean (ECLAC), to track the importance of trade within global value chains in East Asia and Latin America. The analysis shows that while value chain trade is important within the overall trade landscape, it takes place to a significant extent within a traditional paradigm in which Latin America most often supplies raw materials, and East Asia supplies manufactured goods. The pattern is not uniform, but there are important elements of this dynamic at play. While experiences differ significantly across countries and sectors, there is a generally a closer degree of GVC integration between East and South-East Asia than between East Asia and Latin America. Nonetheless, GVC integration between Latin America and South-East Asia in agriculture, mining and service sectors shows promise, with the former supplying inputs used in the latter's export production. Trade costs are likely an important part of the explanation, so further attention to policies like regulatory cooperation in services sectors, as well as trade facilitation, and standards and conformance, would be ways to help promote further integration even in the absence of a comprehensive and broad-based liberalization agreement.
