Book excerpt: The Murray-Darling Basin Authority (MDBA) was established under the Water Act 2007, and under that Act has responsibility for developing and implementing a Basin Plan for the Murray-Darling Basin. The MDBA has indicated it will develop a draft Basin Plan by mid 2010 and a final Basin Plan by mid 2011. The Basin Plan will be the central document for establishing sustainable water management in the Basin, providing for the first time a common framework for balancing consumptive use of water with essential ecological requirements in a way that spans jurisdictional boundaries. The Basin Plan will be implemented through accredited water resource plans (WRPs) developed by States under their respective legislation. A key and required aspect of the Basin Plan is the specifying of sustainable diversion limits (SDLs). This report has been prepared in response to a request by the MDBA to provide information and analysis in relation to current state practices, issues and possible approaches to specifying these SDLs.
