Provides a better means to consider the long-term savings in reconciliation bills. Currently, Congress concentrates on savings in the first year and some times ignores the out-year effects. This may convince us to consider more than the first year effects. By retaining the gramm-rudman enforcement mechanisms, the Con gress can assure that it does not spend more in the second year of the cycle on supplementals.
