Book excerpt: Due to social, political, environmental, and economic factors, solving urban traffic congestion through freeway construction is not likely. Development of a new arterial street class, called regional arterial, or super street, as a means of increasing urban network capacity and reducing congestion, is a feasible alternative. A long term staged improvement program for an arterial street, Congress Avenue, in Austin, Texas is presented. Based upon anticipated future traffic growth along the IH35 corridor, time lines for Congress Avenue improvements are developed. The effectiveness of the arterial in maintaining desirable travel speeds and diverting freeway traffic is evaluated.

Efficiency of signal operations is synonymous with green intervals having exactly the correct duration. That is, greens that are too short or too long can significantly reduce operational efficiency by causing traffic delays to traffic streams using the intersection. Green interval duration is dependent upon many things, but two of the most significant are queue start-up time and intervehicle headways. These two highly significant traffic flow parameters have been measured through a carefully designed field testing program. Estimates of appropriate parameter values are developed. Actual variation of both parameters across a wide range of geometric, traffic, and other conditions was captured. Predictive models are developed and their use in signal timing optimization is described.

Book excerpt: The concept of a collector-distributor lane system as part of a regional arterial street improvement program is introduced. Such a system can improve operational aspects of certain urban arterial streets by provision of a transitional space between through-traffic streams and entering-exiting streams. Facilities for which this concept is most applicable, are arterial streets along which development has occurred that is inconsistent with the arterial street primary function which is, according to the 1990 American Association of State Highway and Transportation Officials policy, through travel and major circulation movement. For the comprehensive regional arterial program, as well as the collector-distributor system, the acquisition of additional right-of-way is regarded as cost and/or time prohibitive. The idea of exclusive right-turn lanes along arterials is covered in some detail, and many reports recognize the applicability of right-most lane to separate turning and slower moving vehicles from through traffic. Issues that have potentially significant impacts on design and operation of urban arterials are described, specifically, those that pertain to the design and implementation of collector-distributor lanes. Benefits of converting an existing through-traffic lane into a collector-distributor lane are identified, criteria for implementation of a collector-distributor lane are described, and recommended design standards and procedures are presented.

Book excerpt: This study describes a simple analysis for determining whether or not grade separation is warranted for intersections along urban arterial streets. This determination required the evaluation of user benefits attributable to operational and design improvements made to arterial intersections. Comparisons are made between grade-separated interchanges (GSI) and at-grade intersections (AGI) in terms of the delay, user travel-time costs, and vehicle operating costs. Overall, the justification for grade separation is dependent on the user benefits offsetting the interchange construction cost over an assumed design life. A discussion is provided on generalized warrants for grade separation and on methodologies, used by others, to justify such structures. Also, this study discusses geometric design considerations for grade-separated interchanges and other roadway facilities.
