At a time of unprecedented partisanship and high-profile breaches of legislative norms in the modern Congress, the relationship between norms and the functioning of the institution is a growing and pressing concern. Despite the importance of the topic, recent scholarship has not focused on congressional norms. Meanwhile, previous research leaves open many relevant questions about the role of norms in the Congress of the twenty-first century. A Social Theory of Congress brings norms back in to the study of Congress by defining what are legislative norms, identifying which norms currently exist in the U.S. Congress, and examining the effects that congressional norms have. This book provides a new research approach to study congressional norms through a comprehensive review of previous scholarship and a combination of interviews, survey research, and analysis of member behavior. What’s more, an innovative theoretical framework — a social theory of Congress — provides new perspectives in the study of legislatures and political behavior. The findings are striking. Norms of cooperation are surprisingly alive and well in an otherwise partisan Congress. But norms of conflict are on the rise. In addition, norms of a changing culture are affecting how members understand their role as lawmakers and in their interactions among one another. Together, these findings suggest that norms play an important role in the functioning of the legislature and as norms evolve so too does the performance of Congress in American democracy.

America hoped to replace Britain in the role of global hegemon and created the necessary political, ideological, military, and institutional capacity to do so, yet far from being objective, the Ford, Rockefeller, and Carnegie foundations often advanced U.S. interests at the expense of other nations. Incorporating case studies of American philanthropy in Nigeria, Chile, and Indonesia, Parmar boldly exposes the knowledge networks underwriting American dominance in the twentieth century.

Focusing on foundation-sponsored attempts to influence policy in the areas of education, social welfare, and public health, she addresses significant misunderstandings about the place of philanthropic foundations in American life. Between 1903 and 1932, fewer than a dozen philanthropic organizations controlled most of the hundreds of millions of dollars given to various causes. Among these, Sealander finds, seven foundations attempted to influence public social policy in significant ways—four were Rockefeller philanthropies, joined later by the Russell Sage, Rosenwald, and Commonwealth Fund foundations. Challenging the extreme views of foundations either as benevolent forces for social change or powerful threats to democracy, Sealander offers a more subtle understanding of foundations as important players in a complex political environment. The huge financial resources of some foundations bought access, she argues, but never complete control. Occasionally a foundation's agenda became public policy; often it did not. Whatever the results, the foundations and their efforts spurred the emergence of an American state with a significantly expanded social-policy-making role. Drawing on a wealth of archival materials, much of it unavailable or overlooked until now, Sealander examines issues that remain central to American political life. Her topics include vocational education policy, parent education, juvenile delinquency, mothers' pensions and public aid to impoverished children, anti-prostitution efforts, sex research, and publicly funded recreation. "Foundation philanthropy's legacy for domestic social policy," she writes, "raises a point that should be emphasized repeatedly by students of the policy process: Rarely is just one entity a policy's sole author; almost always policies in place produced unintended consequences."

Book excerpt: The modern American foundation as an instrumentality for charitable and philanthropic giving is in many ways a unique and complex social/economic/political institution. This is particularly the case for foundations with large assets. As a social phenomenon, the foundation has deep roots in the past. At the beginnings of any degree of civilization charitable giving and rudimentary forms of foundations emerge. This is the case in many regions of the world. The pattern is consistent: once enough property or wealth beyond primitive human needs is accumulated, some of it begins to be set aside for what the donors of such wealth consider worthwhile purposes. The serious literature contributing greatly to public perception of philanthropy and foundations has been relatively sparse. Much of what is available is quantitative and statistical in nature. There has been limited objective attention to the motives or reasons spurring individual philanthropists to engage or not to engage in creating foundations; such motivation needs historical and comparative analysis. Major investigations and studies of foundations, together with ancillary national, regional, and international organizations to facilitate such study, have received spotty consideration. "Philanthropists and Foundation Globalization" addresses three interrelated aspects of foundation history. First, it reviews biographical-historical profiles of the founding philanthropists and their heirs engaged in international giving. Second, it discusses major governmental and non-governmental investigations and studies of foundations including domestic ones, and also foreign ones in which U.S. participants have played a prominent role, spanning the period 1912 to the present. Third, it chronicles foundation developments and activities in Europe at the close of the twentieth century. The volume provides a historical account of some U.S. foundations' international activity in a particular region in a specific time period and their accomplishments. In addition to its other accomplishments, this volume is the first effort to place the Soros, MacArthur, Templeton and Kerkorian foundations in a global context. This is a major contribution to an important new area of public and academic interest.
